Negotiations ongoing as C.O Williams increases costs for road works

CABINET NOTES: The Cabinet invited the Antigua Public Utilities Authority (APUA) and the Ministry of Works to address the issue of the ongoing repair of roadways and the planting of new water pipes at the side of those roads.

 A representative of C.O. Williams Construction was also present.

The firm had responsibility to repair Anchorage Road, Fort James Road, and other roads in rural Antigua, following a bidding process which that firm won.

The bid came in at XCD63. 49 million which was the lowest bid; however, on an account of COVID, material costs increased and delays, resulting from wet weather, the contractor has increased the amount owed to it by a significant margin.

There were significant challenges to the increased amount.

The Cabinet heard from the consultant who deemed a proportion of the increase to be unreasonable. Discussion between government and the contractor will continue.

The APUA addressed the issue of water; it noted that the plant at Ffryes will be ready by December 2024. 2 million additional gallons of water are expected when the plant is completed.

The Director of Public Works accepted responsibility for the roads that are in disrepair, noting that only one barber-green machine is operational at this time; however, additional machines are being repaired and readied for construction work.

He also indicated that there is need for at least 2 additional engineers who have designing skills.

A plan for preventative maintenance was also agreed upon, as well as a plan to fix broken sidewalks along St. Mary’s Street beginning in mid-October.

  1. After all these years, ALP still have to bring Sir COW from Barbados to fix road in Antigua? This useless ALP government is the worst.

  2. When we give contracts for roads they must come with warranty. Never seen another place where mere months after roads are fixed they deteriorate. That amounts to wasting of resources. We must demand more from these road contractors. Value for money seem to be a forever missing element of our road construction policy.

  3. Full confirmation that our PWD engineers have ZERO road construction EXPERIENCE, EXPOSURE or Knowledge. They are drawing engineer’s salaries to simply designate tasks

    Our roads are deplorable. Some serious pot holes on the newly built Friars hill rd , every Jesus Christ day they doing some sort a work on factory rd between Tomlinsons to Pares causing serious traffic jam. The round a bout by Mount Joy dig up how long now and can’t fix yet, they even dig up a piece a road Inna Pares under the hill by the woman dat sell roast corn ( that’s causing a serious hazard everyday ) damaging people’s suspension for dem vehicle and a blow out dem tire and its nothing for it… All saints road a one a the worst road in Antigua with Herbert’s main rd coming in 2nd. How long must we put up with these roads in this country ??????
    And Minister Brown have the heart to say our roads are as smooth as baby’s bottom……( I would love to see that poor Baby)
    The only good roads in Anu is Valley Rd Stretch and Airport Runway

  6. So Cabinet didn’t want to speak to the contractor who got paid to deliver the 2 disasters that are Friar’s Hill Road and Sir George Walter Highway? We were told that both roads would have drains and be multiple lanes in each direction. We were also promised sidewalks where people could use for their early morning/evening walks. If it drizzles, the water floods the roads at exactly the same spots as before the rebuild. The section in front of Woods Ctr is ridden with potholes. Were these people already paid all that was due to them? Both roads are disasters

  7. These are the things that happen when you cut deals. After the agreement you have no voice; open your mouth and we going public. Ask Lennox about BHM.

  8. They are local contractors here that can do a better job than C. O Williams if given the chance for all the materials equipment and material are right here on island
