Mussington, Frank Await Ruling on Barbuda Airport Development

A High Court judge is now considering arguments in a landmark case challenging the legality of the Barbuda airport development after environmental activist John Mussington and Barbuda Council member Jackie Frank completed their long-running court battle this week.

The pair, supported by the Global Legal Action Network (GLAN), argue that the project moved forward without proper environmental approvals, public consultation, or lawful planning procedures. They contend that Barbudans were denied meaningful input before construction began.

Following the hearing, Frank said he remained confident the ruling would favour Barbuda.

The dispute has drawn international attention, particularly after a 2024 Privy Council ruling that affirmed the pair’s legal standing to challenge the project, citing Antigua and Barbuda’s obligations under the Escazú Agreement.

GLAN has argued that the airport, partly funded by developers linked to luxury tourism projects, threatens Barbuda’s environment and sets an important precedent for environmental justice and public participation across the Caribbean.

The High Court’s pending decision could have significant implications for future development approvals and environmental protections in Antigua and Barbuda.

  5. Those people in winter coats “fighting for Barbuda ” do you even live in Barbuda ? You work hard to build up and further develop another man’s country where you are and enjoy the benefits of living in a developed country yet you dont think Barbudans deserve development ? I wish people really saw pass the this facade….

  6. Until these people do not have to pay the legal fees out of their own pockets this will continue. No matter how many cases they lose. I try to understand how an arm of government can take government to court and have government pay the legal fees for the court cases. This sound like crazy to me. The government is the government for Antigua and Barbuda not just for Antigua. The council is just an arm of our government given Barbuda a little autonomy. But it really feels as if these council member think and behave as such as if they run the Island with all powers of a state. Barbuda Land is Crown Land. How many more times they have to be told that. The Privy Council ruled on thar already. And the Crown is represented by the government. The Council may have administrative authority over the land but the Government is the Land Owner. Whether a UPP or a ABLP government. So you are taking the landlord to court for doing what he pleases with his land. And who are you? A tenant?
    People this stupidity needs to stop one day.
    Perhaps we should have a blockade of Barbuda. No fuel, no goods nothing goes in or out.
