Multiple Individuals Charged in Ongoing Fraud Investigations
St. John’s, Antigua and Barbuda, Monday, February 23, 2026
The police have arrested and formally charged several individuals in connection with multiple fraud-related offences, following investigations surrounding an institution.
Jevon Turner of Cades Bay was charged with Obtaining Money by Means of a Forged Instrument, after he allegedly obtained EC$5,607.12 using a forged cheque. He was further charged with Uttering a Forged Document in connection with the same incident.
The offence reportedly occurred on 19 February 2026 in St. John’s.
Sean O’Neil of All Saints was also charged with Obtaining Money by Means of a Forged Instrument, after he allegedly obtained EC$5,945.45 using a forged cheque. He was additionally charged with Uttering a Forged Document.
That offence likewise occurred on 19 February 2026 in St. John’s.
In a separate matter, 21-year-old Clem Royer of Golden Grove was arrested and charged with multiple offences, including:
Obtaining Money by Means of a Forged Instrument in the sum of EC$18,450.12,
Forgery, and
Uttering a Forged Document,
arising from an incident on 11 February 2026 in St. John’s.
Royer was further charged with:
Obtaining Money by Means of a Forged Instrument in the sum of EC$5,330.45,
Forgery, and
Uttering a Forged Document,
stemming from a separate incident on 19 February 2026 in St. John’s.
Meanwhile, Dondre Houston of Parham was arrested and charged with:
Obtaining Money by Means of a Forged Instrument in the sum of EC$22,747.00,
Forgery, and
Uttering a Forged Document,
in relation to an incident on 10 December 2025 at Village Walk.
Houston was additionally charged with Forgery and Uttering a Forged Document connected to another incident on 18 February 2026 in St. John’s.
All accused individuals are expected to appear before the court as investigations continue.
The Royal Police Force of Antigua and Barbuda urges businesses and members of the public to remain vigilant when conducting transactions involving cheques and other negotiable instruments.

In light of the firm and public stance recently reported by Antigua News Room concerning multiple individuals being charged in ongoing fraud investigations, the continued inaction in another serious fraud complaint involving a serving police officer is impossible to ignore.
Seven months ago, the Commissioner of Police was formally notified of allegations against Corporal Peter Roberts. It is alleged that Roberts presented himself as a builder and collected more than EC$240,000 from a retired expatriate for construction work. According to the complaint, once the funds were paid, the project was abandoned, leaving the property in what has been described as a demolition state and the retiree facing significant financial loss.
If these allegations are substantiated, this would represent a blatant act of deception and a disturbing abuse of authority. The thought that a retiree — someone who chose to invest their life savings in this country — could be left financially devastated while the matter remains stalled sends a damaging message.
What is particularly troubling is the apparent lack of decisive police intervention despite multiple complaints reportedly being made to the Commissioner over the past seven months. When ordinary citizens are being charged and publicly named in fraud investigations, the absence of visible action in this case raises serious concerns about unequal treatment and selective enforcement.
This perceived failure to act also stands in stark contrast to the Prime Minister’s public appeals encouraging nationals and expatriates to return home and invest in the country. Calls for diaspora engagement and repatriation ring hollow if victims of alleged financial crimes cannot feel assured that they will receive protection, impartial investigation, and equal access to justice. A justice system that appears hesitant to act when allegations involve one of its own risks discouraging nationals abroad from returning and investing their savings locally.
No officer should benefit from silence, delay, or institutional protection. In fact, law enforcement officials must be held to a higher standard precisely because they are entrusted with upholding the law. Accountability cannot depend on whether one wears a uniform.
If there is evidence to support the complaint, the matter must be investigated with urgency and transparency, and appropriate charges should follow. Anything less risks undermining public trust and reinforcing the perception that there are two systems of justice — one for civilians and another for those within the force.
Justice demands consistency. It demands courage. And it demands action.
This sort of thing isn’t a surprise to me at all. Since this Administration assumed power Antigua has been transformed into GANGSTERS PARADISE. Do not forget Ministers were told to Creatively Enrich themselves, the rest of the people are following suit, they are just not very creative and are not immune from prosecution. This will only change when we remove these KLEPTOCRATS from office and replace them with people who care about the Country
