The Government of Antigua and Barbuda has taken a major step toward advancing the nation’s healthcare system with the signing of seven landmark cooperation agreements between the Ministry of Health, Wellness, Environment and Civil Service Affairs and Hangzhou Normal University and its affiliated hospital during an official visit to the People’s Republic of China.
The agreements were signed by Michael Joseph, who is currently leading a delegation in China. The partnership is expected to deepen collaboration in medical education, specialist healthcare, research, telemedicine, and healthcare innovation, while strengthening the capacity of Antigua and Barbuda’s healthcare system.
Among the agreements signed are:
The Comprehensive Strategic Cooperation Agreement, establishing a five-year framework for medical cooperation between the parties.
The Memorandum of Agreement for the Establishment of the Omni Care Center, which will support the development of a specialized medical facility focused on advanced diagnostics and clinical care.
The Memorandum of Agreement on the Construction of the International Internet Hospital, creating a cross-border telemedicine platform that will connect healthcare providers and patients in Antigua and Barbuda with specialists at Hangzhou Normal University.
The Memorandum of Agreement on the Use of Multi-Stream Data, establishing a collaborative public health research initiative to study health conditions and strengthen evidence-based healthcare across Antigua and Barbuda and the wider Eastern Caribbean.
Additional agreements supporting medical education, professional exchanges, research collaboration, and healthcare capacity building.
Minister Joseph welcomed the partnership, describing it as a transformative opportunity for the country’s healthcare sector.
“These agreements represent an important investment in the future of healthcare in Antigua and Barbuda. By partnering with internationally respected institutions such as Hangzhou Normal University, we are creating opportunities to improve patient care, strengthen our healthcare workforce, and expand access to specialist medical services.”
The Minister also emphasized the long-term benefits of knowledge sharing and professional development.
“Our healthcare professionals will benefit from enhanced training, academic exchanges, and exposure to new technologies and innovative models of care. This collaboration will help us build a more resilient and modern healthcare system capable of meeting the evolving needs of our population.”
Minister Joseph, who was accompanied by Medical Director of the Sir Lester Bird Medical Center, Dr. Shivon Belle-Jarvis and Antigua and Barbuda’s Ambassador to the Peoples Republic of China, Clement Antonio, further noted that the agreements align with the Government’s commitment to improving healthcare access and outcomes for all citizens and residents.
“From telemedicine and advanced diagnostics to research and specialist training, these agreements position Antigua and Barbuda to embrace modern healthcare solutions while reducing the need for patients to travel overseas for specialized care.”
The collaboration is also expected to facilitate scholarship opportunities for Antiguan and Barbudan students pursuing medical education, support joint research initiatives in chronic disease management and diagnostic innovation, and promote closer cooperation between healthcare institutions in both countries.

Well done Minister. Joseph- from the onset I saw in you someone that will quickly grow your ministry into a first class government operation. Please Sir , take the time out and frequent the casualty or emergency operations of our hospital. That is the area that our citizens fell most let down in our heath care system. People go these and leave after waiting for several hours. I went there just before you took over and waited for 8 hours. Left on attended and went to a private doctor the next day. There was a woman there suffering with very low blood pressure. I met her there and left here waiting. My blood pressure was sky high. I went home and took a family member high blood pressure medication. I took it to the private doctor, who said I should not have done that, but prescribed the exact medication. I do understand it is not the right thing to do but I don’t think I had an opinion. When I left the hospital I could not get an urgent care . So I took a calculated risk.

He had to call the Prime Minister to get some attention.
That was a source of media exposure which led to the former Minister Joseph issuing PR reports on improvements in the Emergency Services.

So before you say well done; wait and see.
While I will say it’s a good effort to identify with real progressive nation like china and it’s infrastructure committed to it’s people, I am afraid that this young man has only proven that he is intelligent enough to have some realization of what health care should really be, but the political sphere in which Mr Joseph operates where politicians because their upbringing was deprived and distorted, will only be concern to live out their sociopathic desires that were cultivated during their traumatic childhood years in poverty, so they sacrifice the interest of the country on the altar of self interest or self enrichment scheme. with that said , the stricture of finance prudence and management by his same party leader as finance minister and prime minister will not allow Mr Joseph to realize any better condition in the health care system, the political ideology of our black leaders and politicians is to loot the money’s that could have transform the life of it’s people then gravitate to paternalism and handouts, which is what Mr Joseph is enthused about, that our health care system be supervised by the Chinese because we can’t do anything for ourselves, no foreign sovereign nation is going to finance our nation when we have a so call set of black individuals elected and given the fiduciary trust over our finances to do so.
As long as the ALP is on that path of emulating Lester bird as their Mafia boss nothing will go good, and as for the opposition, if they continue with Pringle as their leader the country is doomed with Gaston or Pringle, there need to be new leadership, encourage Yves Ephraim and other talent to join the political fray, there need to be a good placement in Gaston constituency to remove him, the upp have got to stop aiding Gaston government.
