
The age-old yardstick of promoting police officers based on years of service is about to change, Attorney General Steadroy Benjamin has announced.
He told police officers at a recent ceremony that promotions will soon be based on performance.
“No longer will promotions be based on how long you have been in the police service. Promotions will be based upon efficiency, professionalism, qualifications, and demonstration of your capacity to occupy those senior positions in the police force,” Benjamin told young officers.
In addition, Benjamin has announced an annual assessment for police officers “and you will be given an opportunity to challenge that assessment if you think it is unjust.”

Not sure who advised or what evidence or information the Attorney General may have been given.
That which is provided at this news portal for public information, ‘…a Minister with Responsibility for the
Police’ would have been considered reckless not to know that;
(a) …Serving members are not recommended for promotion because of ‘…Long Service; and
(b) ….That members of the Police Service are ‘…assessed yearly,’ evidenced by ‘…an Assessment Form’ (called a Confidential Report).
This is filled in yearly by ‘…their immediate superiors;’ shown to the officers ‘…who may read, refute or challenge disagreements, and sign the assessment if agreed.’
These assessments are then directed to the ‘…Administrative Attention’ of the Commissioner of Police.
This news story should not only inspire members with ‘…reasonable expectations,’ but also offers a ‘…glimmer of hope.’
The well known approachable and affable Attorney General may have been ‘…factually advised and properly informed,’ had he referred to undesirable epidemic;
(i) …Cronyism;
(ii) …Nepotism; and
(ii) …Environmental influences.’
These have been three areas that have been of ‘…grave concern’ to most currently serving members, including some well known ‘…docile, submissive and timid Commissioners.’
The latter had resulted in the ‘…Suspensions’ of two defiant former Commissioners of Police;
(i) …Truehart Smith [2004]; and
(ii) …Vere Browne [January 15, 2015].
Both Commissioners ‘…courageously; …commendably’ and resolutely refused to publish for internal organizational information ‘…names of personnel they had neither recommended nor submitted to the Police Service Commission for promotion.’
Instructively, the ‘…Commissioner of Police (COP) makes recommendations, while the Police Service Commission (PSC)’ may ‘…accept, approve and appoint or reject personnel so recommended,’
Though the ‘…Top Cop and PSC’ were not so identified or associated with the ‘…age-old yardstick of promotion,’ sure neither would have been amused with such ‘…Indictment.’

have Vs and which island you are from, not on efficiency and long service. That is why the Force is like this today.
