Harold Lovell must get Richard Lewis and a small group of the well-meaning membership and sit down and start to draw up a plan to jump start the UPP.

I mean Lovell really thinks that the Social Security issue is a straw to hold on to? How many more straws you guys need. Just come with your own economic paper as how you would do it better. And do not say that all that Social Security need is money. Because you knew that when you were in power and you did nothing. Infact when you got the Actuarial Report you buried it and kicked the can down the road. When the IMF told you to reduce the debt to Social Security you lead by Christian your Finance Guru, took the debt from Social Secuirity from being a Current Liabilty and made it a Long Term Liability and therefore in your mind this debt was not due for payment now. And you knew Social Security needed CASH. You needed to implement the extetion of the pension age and that you also kicked down the road. I agree with you that what the PM is suggesting is not a solution and I have stated so. I keep saying to people like Brixtonian, you guys are not objective. You criticize everything the PM does. Well Lovell make some constructive suggestion so we can see what you are made up of. My suggestion is the government take up a bond of $500Million and invest it for Social Security in what you call investments that can be liquidated at any time or at least partially. And investment with a high ROR. Something similar they did for the CCJ. Any cash you put in Social Security will be gone in a wink of an eye. We need to establish what their annual Cash need is and what their monthly shortfall is. They can then have a combination of Bank OD and investment income. And Government needs to commit to make timely payments of government employees. And we need to do away with government workers paying less to the Fund. Other restriction need to be put in place as to how the Director can spend the monies of the Fund. Cause it seems as if there is no limit for him. The housing flop at paymenters was that not under your party’s term in government. That was a big mess. And Lovell you mentioned that in the USA the Social Security invest in Government Bonds. Is it that’s why you transfered the payable into Bonds. Bonds the government default on time and time again. Not even the interest they are paying. You are so smart. Well I know of Social Security Schemes that have invested in Shopping Malls and other Real Estates. Because whether you like it or not, Social Security money is the People’s Money and should be investing in OUR Economy. It should be boosting our economy. Remember they also have the Mortgage and Trust Company. What my problem with all of this is that Social Security is not only in these things as investor, but actually as developer and administrator. And that is wrong. They should have shares in our Financial Institutions. Perhaps we should mandate that a certain percentage of any financial institurion share should be put aside for Social Security to invest. In that way they can take an overdraft against their shares. They should have shares in APUA and the Telecom Companies. Those are companies with a high rate of return on their investment. They should have shares in SICL. The government should earmark all the profitable investment vehicles and ensure Social Security is part of the Equity of those companies. WIOC is one of them. Therefore as I said government should divest some of its share in WIOC and give them to Social Security. With ofcourse rights of first refusal. This to ensure no Board in the future can divest of the shares without government knowledge. What my problem with the Jolly Beach investment is, is that it is not a liquid investment in the first five years for sure. And that industry is very vulnerable. Social Security need to services of an external investment group. The government should not determine it’s investment portfolio. That is why we are where we are today. And again the structure needs to change. You cannot put so much power in the hands of one man. That is unheard of. The framers of the Act made a big mistake and government need to rectify this soonest. There are no check and balances this way. We need more oversight from an independend oversight committee. Not like the Publics Account Committee. And we need to remove social security from under the government ministry.
