LETTER: Senator fails to keep his promise to develop land I bought from him 3 years ago

Land for sale

I am writing to you as a 33-year-old young woman who has invested in a plot of land in New Winthropes purchased approximately three years ago. This land was bought from a Senator, who assured me that he would provide the necessary infrastructure to support the area. Specifically, Mr. Shoul promised to install water, electricity, and a concrete road to facilitate access to the land.

I understand that the area consists of 16 plots, eight on each side, and at the time of my purchase, I was not yet ready to begin building. However, in recent times—over the past year—I have been consistently following up with the Senator regarding the water supply. While electricity was eventually installed due to external pressure from other buyers, the issue of water remains unresolved.

Water is a basic necessity and a fundamental commodity, and the absence of a proper water supply in this area is a clear violation of the developer’s responsibilities. I have made numerous attempts to communicate with the Senator about this issue, but I have received nothing but excuses and empty promises.

Furthermore, the road to the area is in deplorable condition. It remains a dirt road, full of potholes, which makes access incredibly difficult. I have repeatedly requested that stones be placed on the road to improve its condition, but once again, my requests have gone unanswered.

Today, after my latest attempt to reach out to the Senator regarding both the water supply and road conditions, I received the shocking response of being blocked by him. This has left me feeling frustrated, disheartened, and regretting my decision to invest in this property.

I am deeply concerned by the lack of accountability and professionalism shown by the Senator. As a young woman trying to establish myself in life, I relied on the assurances of this developer to create a livable, accessible environment for my future. It is both disheartening and shameful to be treated in such a manner, especially when I have upheld my side of the agreement.

I would also like to make it clear that at no point have I been rude or disrespectful to the Senator. While I have expressed frustration—rightfully so, given the prolonged delays and broken promises—I have always communicated in a respectful manner. I believe in resolving matters with dignity and patience, but unfortunately, my efforts have been met with avoidance and, most recently, being blocked without explanation.

It is the developer for failing to fulfill his obligations.

  1. And unfortunately those are the ones we think are the good citizens. Antigua is just full of fraudsters. Just think of the scandals we are hearing about now, people in influential positions
