No. The short answer is blame the decision making of all Caricom leaders. Yes to freedom of movement. We are one Caribbean and cannot in a global world survive alone. However, procedures should have been put in place from the country the person is coming from before the individual gets to the country to which he or she is travelling. Remember that all Caricom citizens are freely allowed 6 months stay on arrival in all Caricom countries. Also bear in mind that OECS citizens also have complete freedom of movement among each other. Criminals come from all countries, not just Jamaica. And we are a tourist country so if we make these distinctions, they have to be for everyone including tourists. White people too are guilty of crimes. So this is a very difficult situation and not as easy a problem to solve by just talking.
