
Warner Outlines Ten Essentials of Good Governance at UPP Town Hall
Governance expert Kem Warner has laid out what he called the “Ten Essentials of Good Governance,” urging political leaders to embrace universal standards of transparency, accountability and inclusiveness in managing public affairs.
Speaking at a United Progressive Party town hall, Warner said governments must be guided by principles that strengthen public trust and ensure responsible use of resources. He stressed that these standards apply regardless of which party is in power.
Among the essentials Warner listed were accountability to citizens, transparency, integrity, respect for the rule of law, responsiveness, inclusiveness, equity, consensus-based decision-making, efficiency and effectiveness, and participation of stakeholders.

“These are key essentials for effective governance,” Warner said, describing them as benchmarks that any government should follow to serve the people they represent.
Moderator Sherfield Bowen noted the list counted ten principles and asked how the current administration measured up. “A big fat zero,” replied Opposition Leader Jamale Pringle, who accused the government of failing to uphold transparency or communication with citizens.
Warner said the standards he outlined are widely accepted in governance practice and are not partisan. “No one can disagree with these essentials,” he told the audience, emphasizing that their consistent application would improve trust in institutions and decision-making.
The exchange underscored the opposition’s push to frame upcoming political debates around accountability and governance standards, positioning Warner’s “Ten Essentials” as a scorecard for the country’s leaders.
