Investigations into the Delayed Payment of Allowances and Issuance of Appointment Letters to Eligible Teachers at the Ministry of Education
Teachers who had not received their telephone, traveling, coverall allowances, ex gratia awards, and letters of appointment took industrial action.
On the 12th day of May 2025, the Public Service Commission met with the Union of Teachers’ Executive, the Chief Establishment Officer, the Accountant General, the
Permanent Secretary from the Ministry of Education, and her Accounting Clerk to discuss the matter at hand.
They were informed by the Chairman of the Commission that the Public Service Commission had instituted an Investigation to identify the cause of the delay in the non-payment of allowances and the issuance of letters of appointment to eligible teachers at the Ministry of Education.
The Chairperson of the Investigative Committee is a Senior Attorney in the state of Antigua and Barbuda. The other member formerly held positions of Chief Establishment Officer, Cabinet Secretary, and Ombudswoman.
The final person appointed to the Committee is a retired Permanent Secretary, Chief Establishment Officer, and Cabinet Secretary.
The Terms of Reference were outlined to the said Committee, which identified the methodology to be used in carrying out the Investigation, which includes but was not limited to document review, interview with key personnel and stakeholders, the carrying out of an analysis of the timelines agreed with the stakeholders, examination of potential systematic issues, and data analysis of relevant timelines and performance indicators.
If it is established that there was any negligence or dereliction of duty on the part of senior officers at the Ministry of Education or the Chief Establishment Officer and staff at the Establishment Department.
In that case, the Committee is to make a recommendation(s) as to whether or not disciplinary proceedings should be taken against those officers who failed to perform their duties as required by Law.
The Committee is also tasked with making recommendations necessary to prevent any recurrence in the future.
The final report will be submitted to the Public Service Commission within a minimum of three (3) months from the commencement of the Investigation

I am asking the Commission and the Cabinet to also investigate the many cases of victimization at Customs.
How long have these complaints been going on? Feels like the system only reacts when pressure mounts.
If this happened in the private sector, heads would’ve rolled by now.
Why do these investigations only begin after media pressure or union action?
Government must treat its workers with more respect. Delayed pay is delayed dignity.
Appointment letters delayed for months? That’s just bad administration.
It’s about time something is done to sort out things in the Ministry of Education. There seems to be communication with the different departments. Everybody do whatever they like. The ministry of education should be held responsible for the teachers sit-in is years this nonsense going on.

Teacher shouldn’t have to strike just to receive basic allowances and letters of appointment. Totally unacceptable
Let’s hope this investigation isn’t just another report that gathers dust. We want real consequences for whoever dropped the ball. Is someone in the ministry messed upc, they need to be held accountable. Too often, it’s business as usual

Please set up an investigation into the Treasury department. Why are contractors not getting paid. The government abuses the relationship between itself and local suppliers and contractors. People offer the government a service, provided the government with material, rent or hire the government equipment or even rent buildings etc and the government shows absolutely no concern when people get paid.
Many suppliers run into serious financial problems with their bank loans, the statutory obligation or even taxes. Simply because the administration do care to bankrupt the hard working citizens of this country. What is owed to the teachers is peanuts to these contracts and supplies. People have lost their properties, their lives due to stress. Remember the young man CHEF TO YOU ? He was a breath of fresh air on returning to Antigua. He took catering to a new level. He
Sponsored carnival queens , provided the government hospital with his services. Providing meals for the patients, nurses , doctors and administrative staff alike. The standard of food provided was top quality/ delicious to say the least.
Did he receive payment in a timely manner for this service. He was owed sometimes for months. This guy had to credit, from suppliers to keep the hospital going. Yet he continued like most Antiguans and provided the services under tremendous financial pressure. No one to turn to and ask can I get paid in a timely manner for my services?
Guess what ? The pressure took this guy life. Who remembers him today. No one . His sisters tried a bit . They tried to collect the outstanding owed to him. They struggled and struggled. As old people say hax and herring payments disappears. I can point out several other individuals, contractors that this administration completely destroyed. Lots of them ABLP supporters well. They use them to do a job and save their face and after that have them going to the treasury for ages.
This stupid investigation is nonsense. Just to shift the blame. Shouldn’t the head of each ministry be investigated for poor performance.
One more – I know of a poor lady that took up the offer as a Seamstress and provided school uniforms. She was a remarkable Seamstress. She walked until she could not anymore to collect her payment.
Proper investigation needed into the treasury. That is not going to happen because it will show a cesspool of corruption. Self enrichment begins and ends right there . The workers are also fully involved in corruption- they too are robbing contractors and the government alike. The treasury needs a complete investigation by Forensic accountants. This is as important as much as we need Scotland Yard to help solve crime. What is happening at the treasury is criminal.
The entire Government services policies including management and administrative systems need to be overhauled.
That’s what Gaston Brown should be asking Harvard to help him with, if he was serious in bringing about change.
Not some window dressing committee
The teachers were in a position to bring pressure and when attacked they did not back down.
Everything is done in secret and behind closed doors.
Rather than all the Ai gimmicks being proposed at UWI Five Islands, global institutions recognized for excellence in management like Harvard or NYU ( Max Hurst alma mater) should be given the task to overhaul the system after they gave heard from the victims of the s current systems.
We know the identitues of the the Public Service Commission, the Union of Teachers’ Executive, the Chief Establishment Officer, the Accountant General.
So why isn’t other members of the Committee named, such as the retired Permanent Secretary, Chief Establishment Officer, and Cabinet Secretary.
