Antiguan authorities reveal that 45-year-old Mannie James was unarmed when he was fatally shot by police during a chase.

The incident took place on July 31 during a joint military-police operation.

James, a father-of-two, was found with gunshot wounds in his back and abdomen but had no weapon on him or in the vehicle he was driving.

The two other passengers in the car escaped, and their identities remain unknown.

The police officers involved have been taken off frontline duties and are undergoing counseling.

Investigations continue to shed light on the tragic event and the actions of the law enforcement officers.(Observer)

  1. If there were passengers firing shots as the officers claimed all Manny had to do when they were gone his presence is simply pull over and and get arrested….Make up a story that he was kidnapped and a gun was pointed at him by one of the passengers forcing him to evade the officers…Do u know them Manny?? No sir….Who can say he lie? Officers arrested a man during COVID lockdown and the man was found dead of strangulation..The officers said they dunno anything they didn’t do it it must of been a jumby…That was that…So once there were no weapons, drugs found, valid driver’s license, vehicle licensed and insured Manny safe..Jus I dunno the passengers I was kidnapped. Go home to ur children Manny we’re sorry u had to experience such a traumatic ordeal..The End..

  3. They heard what sounded like a firecracker. Shortly thereafter, Constable Charles went towards his vehicle which was parked in the vicinity of Bowen’s office. He saw Bowen sitting on the steps of the building which housed his office. He saw Ms. Barthley lying on the ground not far from his motor car.

  5. Bowen, a lawyer and accountant by profession, was charged for the murder of Tessa Barthley. Ms. Barthley was shot in her neck on 16 th December 2003 outside Bowen’s office at Nevis Street, St. John’s. She died on 23 rd December 2003.

  6. Emergency Medical Services were there attending to Ms. Barthley. There was blood on her neck. The detectives spoke with Bowen. He handed over to Sergeant Edwards a black PIETRO BERETTA .25 PISTOL which contained 8 rounds of ammunition. The police recovered a spent shell and other items from the scene of the incident. Bowen was detained.

  7. I will say it here again. In most developed countries, law enforcement agencies have someone monitoring them. For the police, its called Internal Affairs. Until Antigua and Barbuda implements this, the police here will continue this trend. Law enforcement must be watched diligently with dire consequences to include suspension with or without pay depending on the severity of the incident, and face criminal prosecution if the internal investigation deems it so. It cannot be that those who are sworn to uphold the law are the biggest breakers of the law.
Additionally, the public deserves an explanation. Atley Rodney, Cutie Benjamin et al, must face the public and news reporters when this kind of thing happens. But alas, Rodney and Cutie Benjamin are two of the most inept, incompetent personnel ever to hold these two positions in the history of Antigua and Barbuda. Oh how we need a cleansing. Starting with Gaston Browne.
