India Issues Assurances to Belgium on Treatment of Mehul Choksi if Extradited

India has provided formal guarantees to Belgium over the detention conditions of Mehul Choksi, the Antiguan citizen and Indian-born businessman wanted in connection with the multi-billion-rupee Punjab National Bank fraud case.

The Ministry of Home Affairs in New Delhi outlined the commitments in a detailed note to Belgium’s Ministry of Justice, as authorities continue efforts to secure Choksi’s return.

Choksi, who became a citizen of Antigua and Barbuda in 2017 through its Citizenship by Investment Programme, was detained in Belgium in April. He is accused alongside his nephew, Nirav Modi, of defrauding the state-run bank of more than ₹13,000 crore (£1.2bn).

According to the assurances, Choksi would receive round-the-clock medical supervision from six doctors, supported by a 20-bed prison hospital equipped with intensive care facilities. Emergency treatment would be available at Mumbai’s Sir J.J. Group of Hospitals, while private care could be arranged at his own expense for existing health conditions.

Authorities pledged to house him in Barrack No. 12, a section reserved for non-violent inmates and monitored by CCTV. The guarantees also cover access to legal counsel, family visits, and regular communication.

The commitments were developed with input from the Maharashtra Government and prison officials, and form part of India’s extradition request in a Central Bureau of Investigation case. Choksi faces multiple charges, including conspiracy, breach of trust, fraud, and violations of anti-corruption law.

Choksi, who has lived in Antigua and Barbuda for several years, continues to deny wrongdoing. Indian officials, however, insist he must return to stand trial in what is regarded as one of the country’s largest financial scandals.

  1. I truly do not feel any bit of sorry for Choksi.
    He was enjoying life hassle free in Antigua.
    He had no reason to leave the island.
    I guess he wanted to make sure that his loot was secure.
    Well let the money save him from extradition.
    Take whatever you are facing.

  2. Medical care would include 24-hour supervision by six doctors and support staff, with a 20-bed prison hospital providing ICU services….They want Choksi. Alive or dead. Well Sah.
