Independent candidate Alan “Spotlight” Weston is campaigning in St. Paul’s on a platform centered on transparency, public accountability and reforms to the National Parks Authority, according to plans outlined on his campaign website.

Weston, who is contesting the April 30 general election outside the two main political parties, says his candidacy is rooted in longstanding community concerns, including deteriorating roads, unreliable water supply and rising living costs.

“Not campaign slogans. Real things people tell us on doorsteps,” his campaign states, framing the issues as everyday challenges faced by residents.

A central focus of Weston’s platform is reform of the National Parks Authority (NPA), which he argues lacks sufficient public oversight. His proposals include publishing annual financial reports, separating the Authority’s regulatory and commercial roles, and creating structured mechanisms for community input on decisions affecting St. Paul’s.

“If you pay fees, you should see services. That’s not an attack on national parks — that’s accountability,” Weston said.

His campaign also calls for clear service standards for utilities, citing concerns over inconsistent water supply and unexplained increases in electricity bills. Weston says providers should be held accountable through publicly available benchmarks.

On infrastructure, Weston is proposing a publicly tracked road repair plan, promising to identify priority works and update residents on progress.

“You know which roads. You drive them every day,” the campaign states, referencing long-standing complaints about potholes and flooding caused by inadequate drainage.

The independent candidate is also highlighting youth opportunity and small business support as key priorities. His platform includes calls for skills training aligned with industries such as tourism, marine services and trades, as well as fair and transparent rules for local businesses.

On the cost of living, Weston says rising prices and fees must be matched with greater transparency in how public funds are collected and spent, alongside efforts to strengthen local food supply chains.

Weston’s campaign is built around a broader pledge of accountability, including quarterly public reports on constituency matters and regular engagement with residents.

“I’ve listened to what St. Paul’s needs for long enough. Now someone has to actually do the work,” he said.

He is among several candidates seeking to represent St. Paul’s in what is expected to be a competitive race on election day.

  1. About 6 months ago Alan engaged me in a lengthy conversation where he spoke about his dissatisfaction with a number of things as it pertains to the National Parks. He had no personal agenda other than wanting to see things done right, in a structured and proper way. Alan is a loyalist and he loves St. Pauls with a passion and he wants to see residents of English Harbour having a greater say and input in the operations of the Nelson’s Dockyard. I salute Alan for his bold stance.
