THIS NEWS ARTICLE WAS FIRST PUBLISHED BY THE DAILY OBSERVER: Opposition Senator Chester Hughes has called for stronger safeguards governing the public auction of valuables removed from abandoned safe-deposit boxes, warning that inadequate advertising could create opportunities for insider dealing.
During debate on the Banking Amendment Bill 2026, Hughes said jewellery, precious metals, family heirlooms and other valuable property could be purchased below market value by a select group with advance knowledge of the auctions.
Although the bill requires the property to be sold at public auction, Hughes questioned whether a newspaper notice alone would provide sufficient public awareness.
“Yes, it’s a public auction, but only Philip Shoul and Chester Hughes know about the auction because it’s in the paper,” Hughes said, illustrating how limited advertising could restrict participation.
Under the proposed legislation, financial institutions must publish notice of an intended sale and send notification to the owner’s last known address before auctioning the contents of an abandoned safe-deposit box.
Hughes argued that the legislation should require broader advertising to attract more bidders and ensure the process is open and transparent.
He warned that without greater public awareness, people with inside information could gain preferential access to valuable private property and purchase it for substantially less than its true value.
The opposition senator said the auction process must inspire public confidence, particularly because the contents may include items of significant financial or sentimental value.

The UPP strategy in choosing senators has left me baffled. They had sixteen candidates that ran in the last election. Yet they saw only two of them fit to take a seat in the Senate. If any of them had won their seat, won’t they have a seat in the Lower House? So why not chose all amongst them.
Just knowing that the senate is only considered a training ground for debating in Parliament and that no matter how good your debating skills are, in the end the AYES have it. The rest is entertainment. I must say that those in the Senate of the Opposition side have better debating skills then those in the Lower House. But then again its only two of them. The one from Barbuda is a big time experience deceiver and the one from All Saints East & St. Luke is a very slow learner and cannot speak proper English. No math at all against the ABLP parliamentarians.
