The Ministry of Health has noted with concern a recent article relating to the Head of the Clarevue Psychiatric Hospital being placed on administrative leave. This article contains significant inaccuracies and in the interest of safeguarding public trust and ensuring clarity, the Ministry provides the following clarification.

The governance of the Ministry is defined by law and established administrative practice:

The Minister of Health is responsible for setting policy direction. The Permanent Secretary is charged with administrative management of the Ministry. The Chief Medical Officer has oversight of technical and medical matters.

It must be explicitly stated that the Minister of Health does not possess the authority to place any officer or employee on administrative leave. Such authority resides strictly within the administrative and legal framework of the Public Service.

The Ministry cautions that inaccurate reporting on sensitive health matters risks misleading the public and undermining confidence in our institutions.

The Ministry, therefore, respectfully but firmly calls for the immediate correction and retraction of the article, so that the public record accurately reflects the facts.

The Ministry of Health reaffirms its commitment to transparency, accountability, and the continued strengthening of Antigua and Barbuda’s health system. In particular, the Ministry remains steadfast in prioritising the safe, ethical, and professional delivery of mental health services at the Clarevue Psychiatric Hospital, in the best interest of patients and the wider community.

    Because, it seems to me, you’re saying that you have no control over what’s done administratively in a ministry you’re in charge of.

    The first line of your report. I hold no brief for Molwyn Joseph or ALP, but there is no bungling in this response. The Minister states what I know to be true, a Ministers role is neither technical, nor administrative, it is policy direction. Putting someone on administrative leave is an action, not a policy statement.

    Ministry of Health may be a mess, but don’t this matter into what it is not

    “The Minister may not have legal right to a report on a patient. Did the Minister sign the contract of the Dr.? Can he legally put him on administrative leave? Generally, a Minister has neither technical or administrative responsibility in technical units like Clarevue. The Government has investigation procedures and protocols. These likely don’t involve the Minister/Politician.”:

    My only concern is that my country is currently being run incorrectly, and Gaston Browne is only responding now by working on our infrastructures due to all the criticism he’s been receiving after 10 years of utter neglect and his plethora of broken manifesto promises.

    My country is my only concern, and that it’ll be run one day by a real leader that’s NOT beholding to “lobbyists” and “think tanks” where money-grabbing is their main goals and not the citizens of Antigua & Barbuda.

  22. Why are people asking why the Dr. was suspended. All this Press Release says is that the Minister did not suspend him as the power of suspension and all administrative matters are in the domain of the Permanent Secretary and Chief Medical Officer. So he was suspended but not by the Minister who has no such authority.
    Jeeze. Why are people unable to read and understand basic Englsih?
