Government White Paper on U.S. Proposals Concerning Third-Country Nationals to be Tabled in Parliament

  The Government of Antigua and Barbuda announces the publication of a White Paper on proposals by the Government of the United States concerning the possible reception in Antigua and Barbuda of certain third-country nationals removed from the United States.

The White Paper sets out the background to the discussions, the issues engaged for Antigua and Barbuda, the Government’s assessment of the proposals received, and the principles and conditions on which any cooperation could responsibly be considered.

The Government has determined that the matter engages important questions of sovereignty, legal responsibility, public finance, national security, social stability, and Antigua and Barbuda’s international obligations. It has therefore concluded that the issue should be addressed in a clear, orderly, and transparent manner.

The White Paper explains that Antigua and Barbuda has approached the matter in a spirit of friendship and cooperation, while making clear that, as a small state with limited resources and limited absorptive capacity, it cannot responsibly accept open-ended obligations involving persons who are not its nationals and whose removal is sought by another country.

The Government further announces that the White Paper will be laid before Parliament for debate at a Special Session to be convened for that purpose during the week of July 13. This will afford Members of Parliament the opportunity to consider the matter fully and to express their views on an issue of national importance.

In taking this step, the Government reaffirms its commitment to transparency, accountability, and informed national discussion. Parliamentary consideration will ensure that Antigua and Barbuda’s position is examined in the nation’s highest representative forum. 

The White Paper is appended to this Media Release and will also be made available on official Government websites for public access.

  1. I never thought I would say this, but Gaston is….RIGHT !!

    WE MUST DO our part to show the world that if you don’t want to help humanity then Antigua will step up and take action. Don’t worry about small island, limited resourses nonsense !! We will take in as many as you can send, we will shelter them in our homes and cook for them if need be ! Antiguans have the biggest hearts.

    So sad I don’t live there anymore, I would have loved to welcome the planes as they came in !

Citizens and advocacy groups argue that the government needs to halt tabling any White Paper and conduct town hall meetings across the constituencies, as elected officials must consult the public directly rather than solely debating policy in Parliament. Listen to the voices of the people before engaging in debates please.

  4. All this is just walking the long road to do just what America wants. Every member of ABLP in Parliament will go along with whatever Gaston wants and we know what that is. The A’s always have it.
    The entire Nation should decide this by way of a Referendum. Turning Antigua into Trump’s Dumping Ground is not my idea of good Leadership.
    We cannot even solve petty crimes yet we want to take on some of the world’s worst criminals

  5. Covid was a much bigger National Security issue and the Opposition UPP fail to participate. Do you really think they will come to Parliament for this. I don’t think so. They do not like to take collective responsibility. As far as the UPP is concern let Gaston and his Labour Party do what they want and take the heat when things go wrong. In the end the USA will squeeze our citizens by not issuing any visas. And then the UPP hope that the people will blame the government and hold protest actions to destabilize the country. That is how things will go. mark my words.

I wouldn’t say these are some of the worst criminals, but I’ll say that quiet of few of the people who seeks asylum from some of these South American nations, are wanted, or let’s say being searched for by these criminal gangs and Cartels, where some were members or informants for the police. Some are even witnesses in corruption cases.

    When these asylum seekers are sent to the Carribean, they will become easy targets since they will be exposed and are no more further protected by the US on their many detention camps.
    Further more, these people have families that would want to be reconnected to their love one’s, and it would be easier for them to do that now..that further expose Antigua and likes to more tension around these camps or wherever they are housed.

    But anyway, I don’t trust anything this Government plans, because they will always muddy the waters..they will reveals a few trinkets, then keep the people out of the real decisions that are normally make in the dark.

    So transparency, yea right..we saw the lack of it on almost every thing this government have done in the pass, so why should anyone believe them now.

    They couldn’t even reveal who was behind the bobowl with Bronco gate..swept under the rug and disappeared from any public inquiry.

    Continue to believe these fork-tongue people at your own peril Antiguan’s. This government keeps getting duped and bamboozled, so in turn they take you’ll for fools as well.

    GB will continue to be the biggest scourge for Antigua, and that won’t change.

    What is there to talk about? Just say no..The risk are way too high, way too high. And by the way, many of these people will look to find their way back to the US, just like the Africans did in the Antigua airways debacle. GB don’t even know where those 1000 Africans disappeared to, how is he and Cutie going to keep their eyes of these deportees?

    Why should UPP help clean up Gaston Browne’s mess. He got the country into trouble by cosing up to Trump without a “collective” political approach in the first place.

    Doesn’t matter how you try to hoodwink the ANR readers, they aren’t ignorant to the facts that Gaston has made a massive mistake that’s going to hurt our country for years to Come, ad infinitum.

    He’s always been an out of control lone wolf, who doesn’t even take note of his own cabinet members – that’s why there’s a constant pattern to Antigua & Barbuda’s troubles and woes.

What GB is not telling the people, is that almost all these deportees are rejected asylum seekers that either do not want to go back to their own country, where it isn’t safe for them on a humanitarian level, because of fear of retaliation by those Cartels and gangs they were running from in the first place.

    So these are not squeaky clean people, and that’s why their application in the US were denied in the first place.
    This will be a mess..What he’s also not telling the people, is that Trump really do not like the CBI program that Antigua and Dominica has in place, where some really powerful criminals recently got the golden passport in Dominica..a few from Russia, Iran, and China.

    Those are the foreign policies that are hurting Antigua and Dominica in particular, and that’s a serious issue for Marco Rubio who is pushing visa restrictions on these very two islands in particular.
    Those are the facts, not hearsay.
    The US do not like how close these two islands are to the Chinese, not one bit. I’ve said this way before all this mayhem, because I knew all these policies were coming when the Donald took office.
    A big Chinese embassy in Antigua is not good, and the fact they are also the ones who are building the Airport in Dominica, is the reason these two islands are getting the squeeze.

    Out of the 6 islands that signed UP for the TCN(third country nationals) look at their CBI and their immigration policies. Dominica, Antigua, St kitts, St lucia, Guyana and now Jamaica, who have said they have not signed anything as yet.

    So talk all you want @less..I’ve outlined the facts over the years now..these things are not coincidence, that are policy positions that were taken by GB and Skeritt.

    All those MOU’s that he signed with China a few years ago are a direct result of the US squeeze.

    No man can serve two masters..that’s what’s playing out here..but you know me, regardless of the Donald, I will always pick the US in a strategic political relationship over any other nation in the world,even long after the Trump is gone.

  10. So the Gaston haters are again at it in full force. If a dog bark tonight it’s Gaston’s fault. If a baby cries, it’s Gaston. They are so silly in their reasoning, trying to pin everything on Gaston. So the USA implement a policy for the entire Caribbean and in Antigua alone it is blamed on Gaston. As I said when the USA wanted to place their military asset here last year in order to invade Venezuela, our Prime Minister was BOLD enough to tell them beforehand NO, Antigua and Barbuda will not host them. And the result was revoking our VISAS application. And then of course it was again Gaston’s fault. Should he have given in on letting the USA place their military assets here? Silly stupid people. They do not know how to oppose and when to oppose things.
    And even though things will not change if the UPP back the ABLP in this. At least they have shown the USA that we are united against this unfair power stronghold on our country and it’s people. Although many Americans do not like Trump you won’t hear them criticize him in the foreign media. Even when he illegally went and kidnapped the Venezuelan President or started an illegal war against Iran. But Antiguans and Barbudans will show the entire world how divided they are when it comes to politics. They rather be KING OF THE ASHES.
