The Global Legal Action Network (GLAN) is suing the Development Control Authority (DCA) to secure full disclosure of documents related to a contentious development project at Cedar Tree Point, Barbuda. Attorney Leslie Thomas seeks a court order for “specific disclosure,” arguing that withholding information breaches the Escazú Agreement, which promotes environmental transparency.
The case stems from Barbudan fisherman George Jeffery’s lawsuit, alleging improper approval of Abercorn Trust’s luxury residences near the Frigate Bird Sanctuary, a Ramsar-protected wetland. GLAN’s attorneys, including Sarah O’Malley, insist the lack of full documentation hampers their legal challenge, while the Attorney General’s Office claims all relevant documents have been provided.
The court directed GLAN to formally apply for disclosure by January 6, 2025, with responses due by January 14. Locals and environmentalists fear the project threatens ecosystems and traditional livelihoods, with some Barbuda officials learning of it only through an online post.
