Eastern Caribbean CIP Leaders to Meet in Antigua for Key Summit

Leaders from Eastern Caribbean nations operating Citizenship by Investment Programmes (CIPs) will gather in Antigua and Barbuda this month during the Caribbean Investment Summit 2025 (CIS25), set for April 22–26 at the American University of Antigua conference center.

Charmaine Donovan, CEO of Antigua and Barbuda’s Citizenship by Investment Unit, said the summit’s theme, “Integrity, Stability, and Sustainability,” reflects regional efforts to strengthen the industry amid growing international scrutiny.

Prime ministers and CIP officials from St. Kitts and Nevis, Dominica, Grenada, and St. Lucia will attend.

Donovan said a regional agreement signed last year, in collaboration with the ECCB and OECS Commission, aims to bolster transparency and legislative reform. She described Antigua and Barbuda’s CIP as the “gold standard” in the sub-region.

Stacio Williams, Chief Catalyst of OPEN Interactive Inc., said the summit, envisioned by Prime Minister Gaston Browne, aims to foster continuous improvement across Caribbean CIPs. He praised the local programme’s strong vetting, financial integrity, and global recognition.

With the region’s economic future tied closely to CIP success, the outcomes of CIS25 are expected to shape the next chapter of investment migration in the Caribbean.
