DOMINICA NEWS ONLINE: Dominica’s Prime Minister, Roosevelt Skerrit wants private sector entities and stakeholders to actively defend the Citizenship by Investment (CBI) programs in the face of external challenges
Skerrit is one of the leaders attending the Caribbean Investment Summit 2025 held at the AUA Conference Centre in Antigua and Barbuda.
During a panel discussion titled “Creating and Implementing the Vision,” Skerritt highlighted CBI programs’ critical role in the nation’s development. He pointed out that these initiatives have significantly contributed to reducing Dominica’s debt-to-GDP ratio, establishing an emergency fund, and providing housing for citizens.
Despite these clear benefits, Skerritt expressed his disappointment that the defense of these programs seems to rest solely with government officials.
“It should not be left to the governments alone to be the ones extolling the virtues of the CBI programmes. We do not hear the agents or the developers, we do not hear from the private sectors who are benefiting directly from the CBI programmes,” he stated.
He further emphasized that the silence from those who profit from the CBI initiatives could be misinterpreted as a sign of wrongdoing. “Our silence gives people the impression that there is something untoward with these programmes,” Skerritt remarked.
He urged those present to speak up and help change the narrative surrounding the CBI programs, asserting that the support of the private sector is crucial in countering negative sentiments.
Describing the CBI programs as beneficial and life-changing, both for the nation and its citizens, Skerritt reiterated the need for collective action. As the global landscape continues to evolve, he believes it is more important than ever for all stakeholders to unite in their defense of these vital initiatives.

Sadly under his tenure and coming forward we are unable to tell how much if any that the program has benefitted Dominica. No one else knows how much money the program has amassed. No one knows how much money is in any account related to the program. No one knows where the money is.
The failure of the prime minister of Dominica to account for the CBI funds has a striking resemblance to the Antigua Alfa Nero fiasco. In fact the funds and its utilization is the subject of a court battle in Dominica.
Dominicans from all walks of life are asking questions. They want answers. And just like the prime Minister of Antigua said that it was no ones business to know about the Alfa Nero funds, so to has the prime minister of Dominica told Dominicans that the CIP funds is none of their business.
The prime minister of Dominica boasts of the use of CIP funds. In his boasting he has been very disingenuous.
Here sre some facts:
Anything built from the CIP funds is privately owned. We will recall that the first thing built as a result of CIP was a hotel. Before that hotel could welcome one guest the operators were in the America courts fighting for their share of millions of dollarsof profit.
A marina is being built.
The Dominica public doesn’t know the true owners of that marina. It will be privately owned.
It is said that the international airport is being built from CBI funds. Laugh at that. The government is repaying the financier who happens to be the person holding the CBI funds. According to the government the financier is building the airport and taking his monies from the CBI funds of which no one knows how much is in it and where it is.
The government has also boasted of building hundreds of apartments. The apartments are being used for political grandstanding. People who do not live in Dominica have been allocated apartments. What is amusing about those apartments is that not a single occupant has a title deed to one. If the person to whom it was assigned dies his/her dependencies are evicted.
So, people, when you listen to unscrupulous hypocritical and evil SkerRAT speaking of the good of the CBI and asking for support that’s because he is the only beneficiary.
