I agree, the person responsible for the nation’s education ministry is incompetent and unsuitable for the job. The use of the phrases “dunce” and I would add “blind leading the blind” implies that the person in charge lacks knowledge and understanding, and is therefore incapable of leading an effective education ministry. I will add again the phrase “square pegs in round holes” because the person is not suited for their role and is trying to fit into a position that they are not qualified for. The whole heads at the ministry and the boards want to be tossed in a *sh*t tank….fully dunce.
