New Customs Forms to Combat Fraudulent Activities and Ensure Revenue Integrity

CABINET NOTES: An invitation was extended to the Comptroller of Customs, the Deputy Comptroller, the I.T. specialist, and several Customs officials who have responsibility to discourage fraudulent activities that would deprive the Customs and Excise Division of much needed revenue. 

Emphasis is therefore placed upon forms that are used by brokers to clear goods, especially when waivers of duties, the ABST, the Revenue Recovery Charge (RRC), and the Environmental Levy are sought.

The new forms will soon be implemented in April 2024 and will include a QR Code, generated by computers; they will cost $20.00 and will require the original signature of the Minister of Finance or someone acting for him in his absence.

This will allow for an audit trail that will generate checks and balances to enable this procedure.

  2. Trying so hard not to laugh…. Can some bright person out there somewhere explain to me how can a form help in combating fraudulent activity in customs. I have experienced senior officials telling me..” I know it’s wrong but leave it so” When are we going to get it right. I personally have being victimized for doing what is right, for trying to enforced the law.
    I hope readers can see that the problem is not in the form….
    Let me give you an example. When the government change in the 2014 the new PM put an immediate end to the ABST concessions that the Sandals group was receiving stating that it was illegal. Am I to belithat no one in the previous administration, no one inthe Inland Revenue Department knew that the concessions that Sandals was getting was illegal? Am I to believed that it happened because a proper form was not available. Well I answer by saying..NO WAY..
    FRAUDULENT ACTIVITIES OCCUR BECAUSE OF LACK OF INTEGRITY, FEAR OF DOING WHAT IS RIGHT OR IGNORANCE ON THE PART OF THOSE WHO ARE RESPONSIBLE FOR VETTING AND APPROVING CONCESSIONS. NO PIECE OF PAPER, NO DIGITAL FORM CAN FIX THAT.

    • And still the workers willingly show up everyday to commit and facilitate these acts for a dollar and a pension that 85% wont ever see… you are all as complicit as your leaders, matter of fact the blood is on your hands rather than your superiors who gives the orders. The people get the leadership they deserve.

  3. Gaston said a customs officer was collecting $5,000 from a major super market so containers can go unchecked. Was the said officer fired….If not Gaston you continue to show you and your government aint no different. What they said about the upholder?

  4. What they need to do is stop waiving all the duties and levees to their friends in high places that building big buildings up and down the country and leave the small man alone. That alone is millions of dollars right there.

  6. No Antiguan qualified to run customs.Time to fit one of our young bright minds this opportunity ñ. Unless he is there to protect top dog interest.

  7. What about our Ministers, Prime and not so prime, who collecting “what would have been” customs checks, to clear businesses containers at Xmas time , made in their names instead of customs??
    It start at the top and tricked down slowly and certainly surely! When enough money is enough??
