
The Antigua and Barbuda Trades and Labour Union and Central Housing and Planning Authority (CHAPA) has concluded negotiations and signed a Collective Bargaining Agreement (CBA) on behalf of the Line Staff of CHAPA.
The General Secretary of the AT&LU – Alrick Daniel, Industrial Relations Officer – Kerry Dyer, Shop Stewards and Management of the Authority, Mark Richards – Housing Executive Officer, Jose-Ann Smith – HR Manager along with their representative, the Antigua and Barbuda Employers’ Federation affixed their respective signature to the CBA on 10th June 2025 at Authority’s Head Office.
The new Collective Bargaining Agreement covers the period 01st January 2025 to 31st December 2027. The CBA contains several new benefits that the staff will enjoy during the life of the Agreement. These benefits include but not limited to:
- Personal Days;
- Mental Health Benefit;
- Incentive for Heavy Duty Operators when working on steep inclines;
- 8% salary increase.

They need to fire that union.
This is 2025 and there are no modern benefits in the agreement.
8% increase is insulting. Embarrassing etc etc etc
I feel sorry for the CHAPA staff who believe that AT&LU has secured them a good deal.
No. No. No.
They have not.
The fringe benefits cannot be eaten.
Yes.
They are good.
However they cannot pay the bills in the supermarket.
What has been the rate of inflation over the past three years?
It will increase worse over the next three years.
What can 8 percent over three years do for someone in Antigua?
It will not improve your life in any way.
Here is what 8 percent means.
A person making $2000.00 per month will see an increase of $160.00 per month.
That is if the increase is given one time today.
If it is given gradually it will take the three years to see that increase.
The agreement doesn’t say how the increase will be given.
So, I beseech you employees of CHAPA look at what is given and see that it is not a glorious as it is being sold to you.
All of the additoonal benefits are good.
However it can’t pay the utilities.
It can’t buy food.
It can’t buy clothes.
It can’t buy you a ticket to catch a flight.

8% closer to the goalposts but by 2027; yeh! We will always want more and playing catching up but let’s see. Do the maths:
