Yes training is essential, however monitoring the vendors is evenmore important. Because some vendors know better yet they do very unsanitary things when preparing food. Which can lead to lots of cross contamination of food. Like the same spoon serving the same things are are kept in the same bucket with bleach water. Sweaty forehead are wipe off with their hands. And they are not wearing disposable gloves. I guess they are being cheap.
