
CARICOM STATEMENT ON CRIME AND PUBLIC SAFETY
Heads of Government reiterated their firm commitment to the principles stated in, and to the implementation of the actions set out in the Declaration on Crime and Violence as a Public Health Safety Issue.
CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana – Thursday, 29 February 2024: Following the inaugural symposium on Crime and Violence as a Public Health Safety Issue and the Declaration of the Heads of Government in Trinidad and Tobago on 17-18 April 2024, CARICOM Heads of Government met in caucus in Georgetown, Guyana, on 27 February 2024 to discuss the prevailing dire state of crime, violence, and public safety amongst its Member States.
Heads of Government reiterated their firm commitment to the principles stated in, and to the implementation of the actions set out in the Declaration on Crime and Violence as a Public Health Safety Issue.

In reaffirming the right to freedom of expression and to public speech CARICOM Heads of Government strongly condemned the development, presence, tolerance, or acceptance of violent, anti-social music and social media content that denigrate women and encourage or promote or support the use of violence, guns, and other anti-social behaviour, particularly targeted to our Youth.
CARICOM Heads of Government affirmed their support for engaging with young people in the creative economy, including the entertainment and music industry, and the sporting industry to develop, support and spread across the Region positive content to offset the negative impact of anti-social, violent, and criminal behaviour, which some elements in that sector promote and support.
Given the serious, significant and chronic negative developmental impact that crime and violence is having on Member States, CARICOM Heads of Government committed to working with all sectors and institutions, including civil society, academia, labour, churches, our creatives, law enforcement, the judiciary, political parties, employers and businesses, and our external partners to implement all of the measures set out in the Declaration on Crime and Violence as a Public Health Safety Issue.
CARICOM Heads of Government remain committed to maintaining this Region as a zone of domestic peace and safety to ensure the preservation of our Caribbean civilisation.

CARICOM is 50years. The OECS is 43years.
While crimes of a certain nature, mostly gun crimes, were not very prevalent in the region, there were still crimes.
The CARICOM and OECS Region is one of the largest transshipment/gateway points for DRUGS to EUROPE and NORTH AMERICA.
In today’s DRUG CULTURE, the PHARMACEUTICALS(opioids, oxytocin, fentanyl, cocaine, heroine, morphine) are distributed legally through medical services and then they hit the streets. Let’s not forget, the fact that TOURISM is the main industry in several territories, and the fact, that TOURISM’S biggest seller is ALCOHOL. The beaches are FREE. It’s ironic, that the same violence which are now associated with drugs and causing violence amongst not just the youths[PAWNS], but the society as a whole, that during the days when ALCOHOL was illegal, the same violence was occurring in many jurisdictions.
These GOVERNMENTAL BODIES are fully aware, of the root causes of crimes and criminality in the Region, and to be laying some of the blame on music, video games, social media while, there are some merits, to this argument, other cultures are exposed to the exact same things, why aren’t they turning to the negative sides of life/culture.
Many individuals of past generations listened to sexually explicit lyrics in calypso. Who was more sexually explicit in his lyrics more than Mighty Sparrow(the lizard run up she foot, and it disappeared…wey de lizard, teacher Mildred? Under you dress, making a mess…de lizard must be tickling she). Did we produce a bunch of Rapists? Pedophiles?
Next up violence on the Screen!
Westerns has some of the most violent scenes in them? Did we in the Caribbean begin to shoot Indians on sight, or vice-versa?
CARICOM, the OECS, and other REGIONAL GOVERNING BODIES, must admit to their failure, in putting Law Enforcement Agencies such as INTERPOL, FBI, NSA, KGB etc in place with the ability, to cross jurisdictions with ease in such things as DATA Collection and SHARING.
Things such as CODIS! Sharing of any government documents which requires fingerprinting or DNA.
