CABINET NOTES- Cabinet, chaired by Prime Minister Gaston Browne had detailed discussions on the matter of strengthening control measures and framework for revenue collections.

In light of the information provided concerning the unauthorized purchases of vehicles, Cabinet decided that the Ministry of Finance (Financial Secretary) should review the referenced information and determine that where it is demonstrated that there have been unauthorized purchases and other irregularities, restitution for any excesses in payment should be negotiated and settled.

Cabinet also agreed that ALL central government Ministries, Departments and agencies or companies owned by the government shall submit ALL vehicles purchased, owned or assigned to their custody for audit and inspection by the government motor pool on a date to be determined by the Ministry of Works and Transportation.
As matter of policy, Cabinet agreed that all vehicles purchased by the government for use in the conduct of government business must be affixed with the appropriate and approved Licence Plate.

The scandals that we are witnessing in the Finance Ministry involving customs should serve as a wake up call for us all. Lapse systems and lack of effective oversight have allowed comptroller and senior civil servants and others to do their own thing. Lateral transfers seem to be the solution for some people who have clearly violated their oath of office. Anyone who has been fingered in these schemes ought to be given the walking ticket. Government cannot be seen to be condoning wrong doing. Let the chips fall where they may.
It seems like it is very hard to stamp out corruption at the bottom of the line. Especially when it is something that is so engraved over the many years. It is so normal for public servants and sometimes in the private sector as well, to take home kitchen consumables, such as tea, coffee, creamer, sugar and water. Stationaries such as pens, file folders, staples and copy paper. or to use the government assets such as color printer to print personal things like the church Sunday hymnal, funeral programs, and I have seen some even printing Shein catalogs, or any other online publication. Janitorial supplies like air fresheners, toilet paper, and kitchen paper towels are all just a few to mention. Sometimes I believe our people do not see these things as stealing from your employer. And this mindset is even worst when it comes to the Public Sector. Because afterall its Government. So why bother. I have many time expose these abuses in the Treasury and Public Works Dept. Nothing is new here. In fact at once the Ministry held a audit of all government vehicles. I wonder what was the outcome of that audit. Did it revealed anything. In any system of control you should have certain checks and balances done from time to time. Perhaps one that we need to implement for certain key position is the Lie Detector Test. Also known as a Polygraph Test. It would our HR department at least an idea whether or not persons in key positions are trust worthy. And furthermore people should know what the consequences are when they are exposed of wrong doing on the job. I know of public servants that have been caught are just moved to another department. Exactly what is happening now. All because politicians do not want to put anyone out of a job. Afraid for the backlash as to how they will vote. So rather then to take care of the root of the problem, they just move it down somewhere else. You move Mr. Crump and lots of his bobol comes to light. You said he is seconded to the Airport. Guess what, nothing tall go so. He is arrogant and no one is going to manage him. The PM said he is willing to sacrifice the party’s financing rather then to allow this corruption to continue. Well that is standing on principle. Its applaudable, but will the voters reward him for that stand? I wonder. Since he didn’t take the same stand when the ABIB Bank went bankrupt and not one director was questioned abouit their fiduciary responsibility. When the USA was indicting John Ash and all the evidence pointed to our former PM and other members of the UPP again the PM refuses to remove the diplomatic immunity. The PM further claimed he will not spend scares government resources to investigate any wrong doing by the previous government. Something all ABLP voters were lookingn forward to. This strenghtened the UPP and gave them bold courage. When again he decided to solve the ABIB Bank liquidation by underwriting the debt in the amount of ove $300million. Not one depositor ever thanked him for using tax payers’ monies to safe their deposit. And the majority of the people never understood what really happened. In the end he the PM was never given credit for this action. Those who lost money in the CLICO/BICO fiasco know how it feels to lose all your savings. I have a few friends that committed suicide and some just got sick to eventually die. ABIB Bank depositors do not know what gratitute is. They think ECAB just took over their money. Well tell me where would ECAB find the money to take over your money. Should not someone have to pay them? Yes it was the government. And to tell you the truth that is what was suppose to happen. You all were to lose all your savings in the bank and when the liquidator would have recover any funds you will be paid perhaps 10 cents for every dollar you had in the bank. And perhaps the people in charge of the bank would have been in 1735 all this time. Like Allen Stanford now is. There are times I love my PM and times I do not like how he doesn’t take actions when he knows he should. It’s like he is protecting the socalled upper class of the black community from falling. And the same thing he accuses the UPP of doing when they bought derelict properties from locals for millions of dollars, the same thing they are doing now. Words have it they are in the process of purchasing one such derelict property from Kennedy’s club for millions of dollars just to help a friend in need. Very same friend that was involved in the board of the ABI Bank. But of course this is government money. Well Food City was government money as well. It’s a good thing it was not government that bought the old Bargain Centre Supermarket. And look what Barret has done to that place. If anything government should by the old Bargain Center hardware that is sitting there doing nothing. And bringing CMC a stone throw away would be much better. Having CMC all the way down in Casssadra Garden is only for people with transport. Why do you think Kens Club never made it? It simply makes no economic sense to have CMC expand its operation to this location. Show me a study that says otherwise and I will hold my peace.
And after all CMC is now operating outside of the ACT for which is was created. It has become a duty free wholesale company. Providing duty free and ABST Free goods to not only the poor, but to all and sundry. So govevrnmenrt want to tell other supermarket to pay their taxes, but at the same time they have a supermarket competing with the same supermarkets and not paying any taxes. Where is the fairness in this? If I were the other supermarket I will close the doors to the public for two days to start with and tell people to go and buy their duty free and abst free goods at CMC. maybe that will send a message to the government that what it is doing is not right. There is a saying Satan Cannot Correct Sin. Unless government doesn’t take the lead in doing what is right it cannot ask no one else to do so. And the thing is people already have a negative opinion about government. As far as they concern every one in government and all politicians are corrupt. Whether true or not. And to change this view will take a lot to happen for people to see the change.
I wonder what this new “Forensic Audit” is to reveal. And when it reveal things, what will the consequences be. I wonder if this is just a smoke screen to give a friend a job. Cause like the PM said in 2014 he doesn’t want to waste scares state resources on these investigations that will go no where.
