
Cabinet Expands Deputy Positions Across Public Institutions
The Cabinet of Antigua and Barbuda has approved a plan to create new deputy positions across several major public institutions as part of a wider effort to strengthen management capacity and ensure smoother leadership transitions within government agencies.
According to Director General of Communications Maurice Merchant, the initiative will apply to entities such as the Port Authority, National Parks Authority, and other statutory bodies where expanded leadership is needed to improve operational efficiency.
Merchant said the measure is intended to enhance administrative continuity and develop the next tier of leadership within key state organizations. “The Cabinet agreed that there are institutions within government where the establishment of deputy positions is necessary to improve accountability and performance,” he explained.
Under the new framework, boards of management for the affected institutions will be responsible for receiving applications and submitting recommendations to Cabinet for approval. The process is expected to be open to qualified professionals both within and outside the public service.
Officials say the move aligns with the government’s broader public sector modernization agenda, which focuses on institutional reform, training, and succession planning to ensure efficiency and accountability in national administration.
The establishment of deputy posts is also expected to support ongoing efforts to improve governance standards across statutory bodies and reduce administrative bottlenecks in service delivery.

I see. When you keep getting something wrong over and over, what does that say about you?
You just have laugh sometimes.
This will not work unless. One, it is a person of strong personality and two, the position is established with power. And three oversight is by an incompetent Board.
When a Deputy position was established at National Parks she was told to her face by the Parks Commissioner that she would not be permitted to function. Then during Covid when the Parks Commissioner was suspended she called all the staff and threatened them that she would deal with any staff who worked along with the Deputy, when she got back in charge. These are facts. And nothing was done. The Chairman at the time was only concerned about collecting his cheque at the end of the month. So if the Chairman and Board are there as political rewards and not for competence, we are spinning tops in mud again.

These are points the Opposition Party should have made forcefully.
No wonder as things change, they remain the same.
They are making an already toxic work environment even more toxic.
I think it’s a good idea because sometimes new management comes in with no experience in that Department and causes some issues. Having deputies who assist and understudy the main leaders will assist with transitions when the main leaders retire or leave.
