Boys’ Training School Reopens as Dennis Bowers Rehabilitation Center

In a major rebranding and reopening ceremony, the former boys’ training school has been transformed into the Dennis Bowers Rehabilitation Center—a state-of-the-art facility dedicated to “Building Brighter Futures Together.”

Top officials, including Governor General Rodney Williams, Social and Urban Transformation Minister The Honorable Rawdon Turner, and Director of Family and Social Services Feona Charles Richards, marked the occasion with a ribbon-cutting ceremony, heralding the center’s long-awaited return after its closure in 2018.

The newly revamped center has undergone extensive retrofitting and refurbishment to ensure that it meets the highest standards.

Now equipped with durable dormitories, modern stainless-steel fitted lavatories, a well-stocked library, a games room, a spacious meal hall, and efficient administrative offices, the facility is ready to welcome its first 18 residents.

Designed to offer a comprehensive approach to rehabilitation, the center will provide behavioral therapy, educational programs, family support, and occupational training—all vital components in helping young men rebuild their lives.

“The reopening of this center reaffirms our commitment to rehabilitation over punishment, mentorship over neglect, and opportunity over despair,” Minister Turner stated.

Former Social Transformation Minister The Honorable Sir Molwyn Joseph, who oversaw the project for many years, acknowledged that while skeptics questioned the rebuild’s timeline, the delays were a necessary part of ensuring that the facility would be built to a standard that bolsters the self-esteem and dignity of its future residents.

Director Charles Richards emphasized that the new facility, though impressive, is not a cure-all for broader social challenges.

“The journey to safer communities and stronger families requires every single one of us. We must replace judgment with support and skepticism with encouragement. This is how we break cycles of harm and build cycles of hope,” he remarked.

Renamed in honor of the visionary leader and advocate Dennis Bowers—who championed social equity from 1969 to 1992 and whose family was present at the ceremony—the rehabilitation center stands as a testament to renewed governmental commitment.

The facility will be managed by Captain Bernard of the Antigua Barbuda Defense Force, with operational support from Janet Alexis.

As the Dennis Bowers Rehabilitation Center opens its doors in Antigua & Barbuda , it promises to be a beacon of hope and a critical resource for young men seeking guidance, education, and a fresh start toward reintegration into society.

  1. Antigua and Barbuda needs to enforce all of our laws. Our leaders are seen to be exemplary. Youth reflects adult behavior.

    Start with traffic Safety, signage, cameras, pedestrian crossings, traffic wardens, and enforcement. Enforce parking restrictions, especially on double orange lines and blue handicap zones. Maintain our signs and painted road guides.

  2. hope this helps them. too many of our young men are going astray. But what about our young women who are going down a wrong path? Resources need to be set in place for them as well.

  3. Upkeep seems to be one of our biggest problems in Antigua. please I beg, maintain the place. If a screw fall off replace it forthwith don’t wait till 2 fall.
