United Progressive Party (UPP) Deputy Leader Sherfield Bowen has accused the Antigua Labour Party (ALP) of being unprepared for the sudden by-election in St. Peter, despite their attempts to catch the opposition off guard.
Speaking at a rally in the constituency last night, Bowen argued that the ALP’s strategy to rush the election has backfired, leaving them scrambling as the UPP rallies its forces.
“They thought we could not be ready,” Bowen said, “but it is they who find themselves unprepared and unwanted.”
He framed the ALP’s approach as a calculated move to exploit perceived disorganization within the UPP, but emphasized that his party has risen to the challenge, standing united and ready to fight for the constituency’s future.
Bowen accused the ALP of neglecting St. Peter and using the election as a means to maintain control rather than address the constituency’s long-standing issues.
He called on voters to seize the opportunity for change, describing the election as a chance to reject stagnation and demand development.
“The government does not care enough about you because they think they already have you,” Bowen said. “Show them that you are independent-minded persons who can think for yourselves.”
The rally also spotlighted the UPP’s candidate, George Wenner, whom Bowen described as a leader of integrity and dedication, contrasting him with the ALP’s candidate.
Bowen urged voters to prioritize their own development and reject what he called the ALP’s attempts to establish a “family dynasty” in government.

“Ms. Barthley, 22, was shot in the neck on Dec. 16 at Mr. Bowen’s office. The police said Mr. Bowen’s gun went off during a scuffle. Ms. Barthley was put on life support but died Tuesday of a heart attack, hospital officials said.”
Emergency Medical Services were there attending to Ms. Barthley. There was blood on her neck. The detectives spoke with Bowen. He handed over to Sergeant Edwards a black PIETRO BERETTA .25 PISTOL which contained 8 rounds of ammunition. The police recovered a spent shell and other items from the scene of the incident. Bowen was detained.

Bowen, a lawyer and accountant by profession, was charged for the murder of Tessa Barthley. Ms. Barthley was shot in her neck on 16 th December 2003 outside Bowen’s office at Nevis Street, St. John’s. She died on 23 rd December 2003.
They heard what sounded like a firecracker. Shortly thereafter, Constable Charles went towards his vehicle which was parked in the vicinity of Bowen’s office. He saw Bowen sitting on the steps of the building which housed his office. He saw Ms. Barthley lying on the ground not far from his motor car.

If any group is frantically trying to make inroads into the St.Peter Constituency it is clearly the the UPP clowns. ANR knows this and after the Black Panthers’ poor response to his equally poor performance last evening shows up this morning with a reponse(?) from a more level headed deputy leader, former murder accused, pretender to the UPP throne, Bowen. He accuses the Hon. Gaston Browne for rushing into a by- election as a ruse to secure an advantage blah, blah, blah. Usual trite statements pulled from some rusty old filing cabinet somewhere. But didn’t they say that they were ever ready for an election when it was called? So why the peevishness now? He continues in the old-time political gimmick of insulting the intelligence of the electorate by trying to convince them that they have allowed themselves to be exploited for decades. The people were too dumb to know this???? And will it take the UPP degenerates to free the electorate from this exploitation? The bombshell for me, though in this ANR/Bowen piece was the latter’s referring to gun-man Wehner as a “leader of integrity and dedication”!!!!. Truth be told, both of these blokes should still be serving time up at 1735!
