Barbuda Council Chairman Refutes Senator Knacyntar Charles’s Claims
In a statement released on January 27, 2025, Barbuda Council Chairman firmly addressed allegations made by Senator Knacyntar Charles regarding his alleged silence on the proposed development of the Katel Hill/Louis Hill area.
Senator Charles had accused the Chairman of failing to oppose the government’s plans during a meeting held last Thursday. However, the Chairman labeled these claims as “misleading and unfounded.”
Providing clarity, the Chairman explained that the meeting in question, held on January 23, 2025, focused exclusively on discussions surrounding the Steve Morgan Foundation’s efforts to rebuild homes for Barbudans affected by Hurricane Irma.
The meeting had no connection to the government’s proposed development of Katel Hill/Louis Hill.
Among the attendees were representatives from the Ministry of Barbuda Affairs, the Ministry of Works, the Ministry of Finance, and CHAPA, as well as members of the Steve Morgan Foundation.
The Chairman emphasized that discussions during the meeting revolved around managing funds donated by the Steve Morgan Foundation. “At no point during the meeting was the government’s proposed development project at Katel Hill/Louis Hill discussed,” he asserted.
He further criticized Senator Charles’s public remarks, calling them “very disingenuous” and highlighting that the meeting minutes shared by the Senator made no reference to the alleged development plans.
The Chairman reiterated that any major decisions or projects would need to be presented to the Barbuda Council for review and approval—a process with which Senator Charles had reportedly agreed during the meeting.
Reaffirming his commitment to the people of Barbuda, the Chairman stated that his role is not to make unilateral decisions but to ensure that development decisions align with the collective will of the Barbuda Council and the community.
The statement concluded with a call for stakeholders to engage in “accurate and constructive dialogue” to foster collaboration for Barbuda’s benefit.

Well Lord! I guess it was never expected to unfold the way it did, so in your defense, you came out and called her a liard! Sad, sad, sad.
@JCFJW, it sounds like you were at that meeting 😂
What is really Sad! Sad! Sad! Is that the Antigua and Barbuda community are so misinformed that everyone believes their entity side of the story.
That’s what happens when you have a weak media which is cut and paste: and memo lippy with no transparency in Government operations on both sides.
Irma and Maria hurricanes were in September 2017. After 8 years the Government of Antigua holds an implementation meeting in which it says: No reassessments are needed, and it is too expensive to do a reassessment.
First any assessment done after Irma and Maria in 2018 is woefully outdated. Most Barbudans have rebuilt their homes stronger and better with the help of USAID and Samaritan Purse.
Barbuda housing stock at the moment is far better than that of Antigua. The few shacks around Codrington are occupied by migrants.
What Barbuda needs is infrastructure and for APUA to provide permanent electricity hookup, to those who are on temporary power since Irma
The media does not cover those issues unless it’s brought to their attention wrapped up in a political wrapper. And the is SAD!
We are our own worst enemy. It appears that the Barbuda Council is bent on ensuring that Barbuda will continue to rely on handouts and the councillors will never cooperate with this administration to ensure that Barbuda becomes a thriving part of Antigua and Barbuda. We have been divided up and conquered. What an absolute tragedy.
I commend the Barbuda Council Chairman for voicing his side of the story and offering clarity on the claims made by Senator Charles. It’s crucial that we have leaders who are willing to speak up when necessary. That said, rather than simply refuting each other, it would be more productive to see both leaders collaborate on addressing the issues at hand. Public disagreements are common in politics, but the real measure of leadership is how they come together to resolve conflicts for the benefit of the people they serve.
Open dialogue and debate are essential for transparency and accountability in leadership. However, while it’s important to defend one’s position, I think the focus should be on finding common ground for the betterment of Barbuda. These back-and-forths can sometimes divert attention from pressing issues that need collaborative solutions. Hopefully, both parties can work together to create lasting positive change for the community.
@ Sharon Patriot Lycorish
WE… You are a migrant who has no clue of the history of slavery, colonialism and commonwealth history. it’s unfortunate for you are from a Caricom country.
As a migrant who has no knowledge of our history you need to keep a low profile when it comes to the differing positions between Antigua and Barbuda.
You have no evidence or facts other than what put forward by the cut and paste media and the politician propaganda.
Obviously you lack the ability to evaluate the merits of what is being put forward.
@Sharon the shoe not on your foot so you talk as you like. So you’re saying Barbudans are incapable of developing Barbuda by themselves? Somebody have to come buy the lands, build the houses, then sell them back to Barbudans Or build the house sell them to other people because Barbudans don’t have money
so that Barbuda can DEVELOP? Or build hotel and give Barbudans work so they can develop? I Just asking for those like me who are hard to understand.
Development is selling off lands, building housing projects and hotels ahh ok.
