Monetary Council Appoints New Chairman and Deputy Chairman Of the Eastern Caribbean Securities Regulatory Commission

The ECSRC is pleased to announce the appointments of Mrs Lucia Livingston-Andall and Mr Vincent Richards Phd to serve as Chairman and Deputy Chairman, respectively of the Eastern Caribbean Securities Regulatory Commission (ECSRC).

Mrs Lucia Livingston-Andall, a citizen of Grenada, is a Management Professional who has held senior management positions for over 32 years.

Commissioner Livingston-Andall graduated from the Memorial University, Newfoundland, Canada with a Master in Business Administration (MBA) and from the University of the West Indies with a BSc in Management. She is also a member of the Certified General Accountants Association of Canada as well as the holder of a Project Management Professional Certificate.

Dr Vincent Richards is a citizen of Antigua and Barbuda. His academic and professional background is in Economics and Accounting.

Commissioner Richards holds a Ph.D. and M.A. both in Economics from Cornell University, New York. He also earned an M.A. in Economics and B.A. in Economics and History from Carleton University, Ottawa, Canada.

He is a Practicing Member of the Institute of Chartered Accountants of the Eastern Caribbean.

Their appointments were effective 27 January for a term of five years.

The ECSRC is the regulator of securities business in the Eastern Caribbean Currency Union (ECCU). The member countries of the ECCU are Anguilla, Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint Christopher (St. Kitts) and Nevis, Saint Lucia and Saint Vincent and the Grenadines.

The securities industry in the ECCU is governed by uniform securities legislation, the Securities Act, 2001 and its amendments and Regulations to the Act.

  3. Congratulations to our own Dr. Vincent Richards! Doc was also instrumental 45 years ago, in the establishment of two Travel Agencies in Antigua, one of which Wadadli Travel & Tours worked with Pan African Travel &Tours, Nigeria Ltd. to lift off a charter tour operation between Nigeria, Antigua & Trinidad. Doc, it did not happen then, and it is still not happening properly now, but can and will, if you lend your integrity to Antigua’s current dilemma!

  4. Antiguans only congratulate Antiguans..if a non Antiguan does well in Antiguan space is all hell break loose. One set ah badminded people are themselves Antiguans.
