Andrea Jacobs to Co-Chair Global AI Oversight Body
Antigua and Barbuda has secured a leading role in shaping the future of artificial intelligence, with Andrea Jacobs, legal officer in the Ministry of Legal Affairs, appointed as co-chair of the newly formed global network of AI supervisory authorities.
She will serve alongside Saudi Arabia in guiding the group’s work on international standards for the ethical and effective use of AI.
The appointment marks a rare achievement for a small island state, positioning Antigua and Barbuda at the heart of global debates on technology governance.
Officials said the role highlights both the country’s talent and its growing international influence.
According to her Bio, Andrea A. Jacobs is a distinguished legal professional with over 11 years of experience in the legal arena.
Armed with an LL.M. in Banking and Finance from Queen Mary University and another LL.M. in Environment and Energy Law from Georgetown Law University, she possesses a unique blend of expertise in both financial and environmental sectors.
Throughout her career, Andrea has demonstrated an unwavering commitment to excellence and a profound understanding of complex legal matters.
Her extensive experience encompasses many areas, including banking regulations, FinTech, financial transactions, artificial intelligence law and policy, data privacy law, environmental law, and energy policies.
Andrea is recognized as a leading authority in emerging fields such as Artificial Intelligence, Digital Currency, and Privacy Law in the Caribbean.
Her in-depth knowledge and insights into these rapidly evolving domains have positioned her as a trusted advisor to clients navigating the intricate legal landscape of technology and finance.
In addition to her practice within the Attorney General’s Chambers, she contributes to advancing legal scholarship and policymaking as a respected member of the Global Partnership on Artificial Intelligence (GPAI), where she serves as an expert in her field.

The announcement came as Crown Counsel Zachary Phillips was also confirmed to lead legal coordination for the Alliance of Small Island States (AOSIS) at the COP30 climate summit in Brazil later this year. He will advise negotiators, review draft texts, and help align positions across the agenda.
Despite the high-profile appointments, the government acknowledged Antigua and Barbuda is still building its domestic capacity.
Director General of Communications Maurice Merchant said that while the University of the West Indies Five Islands Campus has hosted AI symposiums, the next step is moving from “theoretical” discussions to practical frameworks.
A national AI strategy and regulatory framework remain in development, with the Ministry of Legal Affairs tasked with drafting legislation to support secure and responsible adoption of the technology.
Together, the two appointments underscore how Antigua and Barbuda is leveraging its professionals to extend influence abroad while laying the foundations for technological and climate resilience at home.
