CABINET NOTES: The Cabinet invited the Port Manager of the Antigua and Barbuda Port Authority, Mr. Darwin Telemaque, to provide an update on the operational performance and economic outlook of the port.
Mr. Telemaque reported that the Port has generated over EC $62 million in revenue in 2024, marking a consistent upward trend when compared to EC $21 million in 2014.
The Port Manager also highlighted a sustained increase in cargo throughput, with the exception of a temporary decline during the COVID-19 period in 2021. For the year 2025 to date, the port has already recorded more than 8,700 TEUs (Twenty-foot Equivalent Units)—a 4% increase over the same period in 2024.
He further reported that over the past weekend alone, the port processed a record 375 containers—including 109 transshipped containers—in just two days (Saturday and Sunday). This operational milestone is credited to the significant investments by the Gaston Browne administration in the modernization and expansion of both the commercial port and the cruise port infrastructure.
Mr. Telemaque also noted the growing role of Antigua and Barbuda as a regional transshipment hub, with increased volumes positioning the country as a rising player in global port logistics.
In response, the Cabinet agreed to engage with relevant unions on matters aimed at further enhancing the port’s efficiency and long-term viability. To this end, several decisions were made:
a. Within 14 days, an Inland Revenue Department office will be established at the port to facilitate direct payment processing.
b. The port will begin phasing in ship and shore operations under the direct control of the Port Authority.
c. Training programmes for members of the Antigua and Barbuda Defence Force in all aspects of port operations will commence, especially to support expanded transshipment activity.
d. The port will implement a Strategic Operational Model, transitioning to a 24/7 operation with three 8-hour shifts, enhanced vessel accommodation, and broader improvements in efficiency and revenue generation.
The Port Manager is expected to report back to Cabinet within 30 days on the progress of implementing these decisions.

The place is doing exceptionally well, but yet still some of these police stations looks like my grandma old shead in the backyard.
No one is refuting that this administration is not bringing in money, but time and time again the question is, where is all that money gone?
We still had to take out a grant for the roads, and hike up taxes on the hardworking citizens..all that on top of all these hefty duties at this very same port.
So this sounds like more snake oil talk.
Regardless of the verdict, a fatal crash leaves an indelible mark on so many lives. For Diondre Samuel, this means the legal chapter is closed, but for the families involved, the pain of losing a loved one from that 2022 Friars Hill Road incident continues. It’s a truly heartbreaking situation for all affected.
This move to 24/7 port operations shows a strong strategic vision from the Cabinet for Antigua and Barbuda’s economic future.

The move to 24/7 operations is long overdue if we want to be serious about becoming a regional transshipment hub. But success will depend on proper staffing, training, and union buy-in.
I love it and progress looks good on us Antigua. Let’s keep going with self reliance as the goal as opposed to being at the whim of those who think of us as shit hole countries.
Just know that the Port Workers will soon strike for more money. And they would want to have their bonusses as well come Christmas. So Telemaque be aware of this. ABWU will mobilize their members.
Question to Telemaque. Is it possible that any new hiring be kept away from being a member of the Union. Look into that. Because more employees means more money for the ABWU and more power to them. And you know they mean no good to this government.
@ Less We Forget, I’d rather have unions looking out for the best interests of their hardworking members than ABLP members looking out for themselves (with so-called self-enrichment schemes), their business associates and family.
