Antigua Leads Push for CBI Harmonisation Across the OECS

Antigua and Barbuda is spearheading renewed efforts to harmonise Citizenship by Investment (CBI) programmes across the Organisation of Eastern Caribbean States (OECS), with Prime Minister Gaston Browne reviving a decade-old call for a unified regulatory body.

Addressing the 2025 Caribbean Investment Summit, Browne confirmed that the long-anticipated regional CBI commission is finally moving towards implementation—a proposal he originally advanced alongside Prime Minister Roosevelt Skerrit of Dominica.

“We are now at the implementation stage of an initiative that Prime Minister Skerrit and I championed more than ten years ago,” Browne said.

“It is encouraging to see that our vision for a unified regulatory framework is being realised.”

The regional body is expected to set common standards for due diligence, eligibility, governance, and compliance, aimed at strengthening international credibility and safeguarding access to key global markets.

The announcement comes as OECS CBI jurisdictions continue to face mounting pressure from the United States, the European Union, and other international actors to enhance transparency and mitigate security risks.

Browne warned that while individual reforms have improved national programmes, fragmented approaches leave the region vulnerable. “We cannot afford to operate in silos,” he said.

“The survival of our programmes depends on regional coordination, shared standards, and mutual trust.”

The Prime Minister also acknowledged the geopolitical realities influencing the future of investment migration and emphasised the importance of maintaining access to visa-free travel and favourable international relationships.

The summit, held under the theme Integrity. Stability. Sustainability, brought together policymakers, international partners, and investment migration experts to chart a path forward.

The move toward regulatory harmonisation marks a significant step in aligning regional interests and presenting a unified front in a highly scrutinised global industry.
