Ambassador Lionel Hurst, Chief of Staff in the Prime Minister’s Office, criticized this trend, asserting it contributed to gun proliferation among criminals.

I am really not going to waste my time to read this article because the title says it all. So they don’t want to overburden the courts with harsher penalties for gun crimes and cases, while people loosing their family members, so there is more of a concern for the court not being overburdened than families grieving WOW. LOL
