
Antigua and Barbuda to Lead Crucial Science Talks at IPCC63 and COP30
Antigua and Barbuda is set to take center stage in global climate diplomacy as the Department of Environment’s Arry Simon has been nominated to lead the Alliance of Small Island States (AOSIS) and CARICOM in pivotal science negotiations at the 63rd Session of the Intergovernmental Panel on Climate Change (IPCC-63) in Lima, Peru, and during COP30 in Belém, Brazil.
With science forming the cornerstone of all current climate negotiations, these talks are expected to be among the most consequential in shaping the next decade of global climate action. At the heart of the discussions are efforts to align the Seventh Assessment Report (AR7) of the IPCC with the Second Global Stocktake (GST2) process under the Paris Agreement — a move that has met resistance from several major emitters.
Simon, who has extensive experience navigating the complexities of UNFCCC negotiations, acknowledged the challenging road ahead. “We are entering a critical phase where the very foundation of evidence-based policymaking is being questioned,” he said. “Our role as Small Island Developing States is to defend the integrity of the science and ensure that global ambition remains anchored in the best available evidence.”

Observers note that this round of negotiations could determine how scientific findings are integrated into future climate targets, financing frameworks, and adaptation planning. For vulnerable island nations like Antigua and Barbuda, the stakes could not be higher.
The AOSIS Science delegation, under Simon’s leadership, is expected to advocate strongly for safeguarding the independence and continuity of the IPCC process, while ensuring that the next assessment cycle delivers timely and policy-relevant findings to guide implementation of the Paris Agreement.
As the world approaches COP30 — a landmark moment marking the midpoint to 2030 — the alignment of science and policy will be critical in determining whether countries remain on track to limit global warming to 1.5°C.
