The Ministry of Foreign Affairs, Trade and Barbuda Affairs of Antigua and Barbuda, Announces Applications Open for the 2025 – 2026 Heydar Aliyev International Education Grant Programme

The Ministry of Foreign Affairs, Trade and Barbuda Affairs of Antigua and Barbuda is pleased to invite eligible Antiguan and Barbudan students to apply for the Heydar Aliyev International Education Grant Programme for the 2025 – 2026 academic year.

This scholarship, funded by the Government of Azerbaijan, provides fully funded higher education opportunities at leading universities in Azerbaijan.

Established by decree of H.E. Ilhan Aliyev, President of the Republic of Azerbaijan, the programme honours the memory of Heydar Aliyev, the National Leader of Azerbaijan, and supports the development of human capital and international cooperation.

Abosede is enrolled at Azerbaijan Medical University, where she is pursuing a medical residency in Obstetrics and Gynaecology under the scholarship programme.

Who is Eligible:

The scholarship is open to citizens of:

  • Small Island Developing States (SIDS), including Antigua and Barbuda
  • Member states of the Non-Aligned Movement (NAM)
  • Member states of the Organization of Islamic Cooperation (OIC)
  • Countries sharing common cultural, ethnic, and historical ties with Azerbaijan

  • Full tuition fees and language preparatory courses
  • International round- trip airfare (once per year)

  • Monthly stipend of 800 AZN (approx 470 USD) for accommodation, daily expenses, and educational materials
  • Annual medical insurance allowance of 200 AZN (approx 117 USD)
  • Visa and residence permit support for the duration of the programme

Fields of Study & Programme Duration:

  • Preparatory courses: 6 months to 1 year
  • Undergraduate programmes: 4 – 5 years
  • General medicine programmes: 5 – 6 years
  • Master’s programmes (including medical residency): 1.5 – 5 years
  • Doctoral (PhD) programmes: 3 years

Age requirements:

  • Undergraduate/ General medicine programmes: under 35 years (as of September 15, 2025)
  • Graduate/ Medical residency programmes: under 40 years
  • Doctoral programmes: under 45 years

How to apply:

  • Interested candidates must be officially nominated by the Government of Antigua and Barbuda. Submit all required documentation, including the nomination form and passport copies, to the Antigua and Barbuda High Commission ([email protected]) by May 12, 2025, at midnight. Documents must be computer-typed (not hand-written) and submitted in PDF format.
  • After nomination, candidates must apply through the Azerbaijan Centralized Admission Service (SIACAS) portal (portal.edu.az) between June 1 and June 15, 2025. Applicants may select up to three specialities across different Azerbaijan higher education institutions.

Required Documents for Nominations Submission:

  • Completed Nomination Form: Must be computer-typed (not hand-written and submitted in PDF format.
  • Copy of Passport: Valid for the duration of the study period
  • Copies of Educational Certificates and Transcripts: Relevant to the chosen level of study
  • Curriculum Vitae (CV): Detailing academic background, work experience (if any), and other relevant achievements
  • Motivation Letter: Explaining why the applicant wishes to study in Azerbaijan and how the programme aligns with their future goals.
  • Proof of English Language Proficiency (if applicable)
  • Medical Certificate: Confirming good health and ability to study abroad.
  • Two reference letters: From academic or professional referees
  • Any additional documents required by specific universities or programmes: To be confirmed after nomination.
