Antigua and Barbuda Strengthens Lifeguard Skills with Specialized Life Saving Instructor and Examiner Training
Ministry of Tourism: The Beach Safety and Security Unit (BSSU) within the Ministry of Tourism, Civil Aviation, Transportation, and Investment, in collaboration with the Canadian Lifesaving Society, commenced a specialized Lifesaving Instructor and Examiner Course today, marking a significant milestone in Antigua and Barbuda’s journey toward self-reliance in beach safety. This training, the third and final of its kind, aims to equip the BSSU’s lifeguards with advanced water safety and rescue skills. Upon completion, participants will achieve certification as lifeguard instructors and examiners, positioning them to train and assess future lifeguards and uphold the nation’s high safety standards along its shores.
Mr. Elroy Daley, Manager of the BSSU, stated during his overview that the training initiative with the Canadian Lifesaving Society began in 2007 and has progressed through three major phases. In the first phase, all personnel received their initial certifications according to Canadian Lifesaving standards. The second phase, conducted last year, focused on elevating a group of lifeguards to instructor level, enabling them to recertify other lifeguards in need of updates; six instructors were successfully trained during this phase. This year marks the third and final phase, a significant achievement that completes the unit’s journey toward full self-reliance in beach safety. “These certifications will not only benefit the Beach Safety and Security Unit but will also extend to hotels and other local entities needing lifeguard or lifesaving certifications,” Daley said. Six current instructors will advance their skills further under the guidance of Mr. Patrick Dalmada. Mr. Daley noted that the BSSU aims to offer certification across Antigua and Barbuda, including plans to expand to Barbuda, where there is hope to grow the network of trained lifesaving professionals.
Mr. Patrick Dalmada, who has been with the Canadian Lifesaving Society for over 30 years, working both nationally and internationally with a special focus on development assistance in the Caribbean, stated that the collaboration with the Ministry of Tourism and Investment is part of a three-year plan to help Antigua and Barbuda become self-sufficient in lifeguard training and certification. At the end of the program, participants will be able to certify and recertify lifeguards and beach patrol officers independently. Mr. Dalmada, who has worked with 11 Caribbean nations through the Caribbean Lifesaving Association to develop self-sufficient lifesaving programs across the region, also mentioned, “It’s inspiring to see the next generation getting involved, which is vital for the future of lifesaving in Antigua and Barbuda.” He expressed hope that Antigua and Barbuda would play a significant role in the 2025 Caribbean Lifesaving Association meetings.
The Permanent Secretary of the Ministry of Tourism and Investment, Ms. Sandra Joseph, during her brief remarks, underscored the significance of beach safety and the essential role of training in achieving self-sufficiency. Ms. Joseph highlighted that certification and skill development are critical not only for tourism but also for local resilience in emergencies, stressing, “Our goal is to foster a culture of continuous learning, where our certified officers are empowered to share their knowledge, ensuring safe and welcoming beaches for all.” She urged participants to embrace both technical skills and the stewardship of their roles, taking ownership of the safety and management of Antigua and Barbuda’s beaches for residents and tourists alike.
Ms. Joseph acknowledged the program’s long-term vision of reducing dependence on international organizations for beach safety certifications, with hopes that Antigua and Barbuda can independently maintain safety standards. She also emphasized the importance of mental well-being, encouraging trainees to find ways to manage job-related stress for their health and the efficacy of their work. Acknowledging the team’s efforts and partnerships, she expressed her anticipation for the positive impacts this training will have, not only on beach safety but also on the tourism sector’s broader reputation for safety and preparedness.
Minister of Tourism, Civil Aviation, Transportation, and Investment, Hon.
