Antigua and Barbuda Ratifies Air Services Agreement with Cuba

ST. JOHN’S, ANTIGUA – The House of Representatives has ratified an Air Services Agreement between Antigua and Barbuda and the Republic of Cuba, following a resolution presented by Attorney General Steadroy Benjamin on behalf of the Minister of Tourism and Civil Aviation. The motion was passed unanimously during the parliamentary session on Wednesday.

The agreement, originally signed on March 25, 2022, in St. John’s, establishes a framework for air services between the two nations. It allows for overflights and non-commercial landings, enhancing bilateral cooperation and providing logistical support for humanitarian aid and other non-commercial activities.

The agreement outlines specific rights granted to both countries:

  1. Overflight Rights: The ability to traverse each other’s airspace without landing.
  2. Non-Commercial Landing Rights: The ability to make stops in each other’s territories for purposes such as delivering humanitarian assistance.

Notably, the agreement excludes commercial operations, meaning airlines like Cubana de Aviación cannot carry passengers or cargo on a commercial basis under this treaty.

In presenting the resolution, Attorney General Benjamin highlighted the agreement’s importance in strengthening bilateral ties and facilitating non-commercial aviation activities.

He noted that such agreements are vital for ensuring seamless cooperation during emergencies, such as natural disasters.

The resolution was passed under the Ratification of Treaties Act and is now formally recognized as a treaty under Section 31C of the Act.

The ratification of this agreement underscores Antigua and Barbuda’s commitment to fostering closer relations with Cuba. While no commercial flights currently operate between the two countries, the agreement lays the groundwork for enhanced collaboration in aviation and humanitarian efforts.

This development is part of the government’s broader strategy to solidify Antigua and Barbuda’s role as a key player in regional and international aviation agreements, while ensuring compliance with international law.
