
CABINET NOTES– The Cabinet reaffirmed its full support for the Defence Force’s Transformation and Strategic Agenda and pledged to continue investing in the modernization and professional development of the ABDF in order to secure a safer, more resilient Antigua and Barbuda.

Communications & Cyber Infrastructure
- Secure Operations Centre:
- Central hub manages all ABDF communications: radios, telephony, CCTV, and personnel/asset tracking.
- Access is restricted even for soldiers; ensures operational security.
- Radar & AIS Coverage:
- Phase 1 complete: two radar towers (Boggy Peak, Antigua; Central Point, Barbuda) with 360° coverage up to 40 miles.
- Integrated with St. Kitts system; can now track and identify vessels across the Eastern Caribbean.
- Automated Identification System (AIS) differentiates vessels, flags erratic behavior, and supports interdiction & rescue operations.
- Technical Investments:
- Microwave communication system installed, reducing dependency on external internet.
- IT upgrades valued at US$2.6M, partially delivered via international partners (US$1.6M secured).
Cabinet to Co-fund the remaining US$1M for Phase 2/3 of comms upgrade to fully operationalize secure cyber & radar systems.
