The Cabinet has agreed to establish a tribunal on the recent imposition of a required payment to ECCO (The Eastern Caribbean Collective Organization for Music Rights) by the promoters of fetes and other events at which copyrighted materials are utilized for public consumption.<\/p>

The discussion was led by the Minister with responsibility for Festivals who asked that\u00a0The Copyright Act 2003<\/i><\/b>\u00a0of Antigua and Barbuda, Part VIII Sections 103 to 106, be applied.<\/p>\n

It required the creation of a Copyright Tribunal to hear disputes arising from such matters as payments due to owners of the copyrighted material.<\/p>

Since such a Tribunal does not now exist, it was proposed that it be created. The Chair identified a retired judge of the High Court as a possible Chairman, and agreed that consultations will occur on the selection of the \u201cDeputy Chairman and not more than three other members\u201d of the Copyright Tribunal, which the law allows.<\/p>

The matter will be brought back to the Cabinet next Wednesday for the formal agreement on the members of the Tribunal.<\/p>\n
