CNN<\/strong>– Flying between African cities forces many travelers to transit outside the continent, through London, Paris or Dubai. But a $12.5 billion airport under construction in Ethiopia could help change that.<\/p>

Nearly 30 miles southeast of the capital Addis Ababa, works began in January on what Ethiopian Prime Minister Abiy Ahmed Ali described as \u201cthe largest aviation infrastructure project in Africa\u2019s history.\u201d<\/p>\n\n\n\n

Bishoftu International Airport is scheduled to open in 2030 with two runways and capacity for 60 million passengers a year, with plans to grow to 110 million passengers \u2014 more than the world\u2019s busiest airport, Atlanta\u2019s Hartsfield-Jackson, which saw 106 million passengers in 2025.<\/a><\/p>

The project is led by state-owned Ethiopian Airlines, Africa\u2019s largest carrier by fleet size, total passengers and revenue. CEO Mesfin Tasew told CNN the airline \u201cwill invest 30% of its equity\u201d to cover the $12.5 billion cost directly. The other $8 billion is yet to be secured, with the US, China and most recently Italy involved in negotiations.<\/p>

Connecting African skies<\/h2>\n\n\n\n

Addis Ababa is already one of Africa\u2019s top aviation hubs, but the airline\u2019s base, Bole International Airport, is quickly reaching capacity and has no room to expand.<\/p>\n\n\n\n

With a new airport catering mostly to connecting passengers, Ethiopian Airlines would lead the race to connect African skies, one of the world\u2019s fastest growing aviation markets<\/a>.<\/p>

The airport could also tap into Africa\u2019s underused cargo capacity, backing the African Continental Free Trade Area \u2014 the continent\u2019s landmark free trade agreement <\/a>\u2014 with infrastructure to handle 3.73 million tons of cargo annually.<\/p>

Landry Sign\u00e9, executive director at Arizona State University\u2019s Thunderbird School of Global Management and senior fellow at the Brookings Institution, said that \u201cAfrican airlines are currently recording the strongest freight demand growth worldwide, up 15\u201316% year-on-year<\/a> versus a global average of 5.5%.\u201d But he cautions the potential payoff for Bishoftu International depends on the logistics surrounding the runway: roads, rail, reliable power and customs.<\/p>

On financing, Sign\u00e9 told CNN: \u201cThe signals are positive so far \u2014 yet closing $8 billion in a single year is an ambitious timeline.\u201d If fundraising takes longer than expected, he warns the 2030 target for building phase one \u201cbecomes very difficult to hold.\u201d<\/p>\n\n\n\n

\u201cA feeling of what Ethiopia\u2019s like\u201d<\/h2>\n\n\n\n

Zaha Hadid Architects (ZHA) \u2014 the international firm behind Beijing <\/a>Daxing Airport\u2019s futuristic \u201cstarfish\u201d terminal<\/a> and Mumbai\u2019s lotus-shaped airport<\/a> \u2014 is leading the terminal\u2019s design.<\/p>\n\n\n\n

Inspired by Ethiopia\u2019s Great Rift Valley<\/a>, a single spine runs the length of the terminal, branching into four piers with unique interiors and gardens reflecting Ethiopia\u2019s diverse landscapes and cultures.<\/p>\n\n\n\n

\u201cWhen you have people transiting, you give them a feeling of what Ethiopia\u2019s like; you feel and touch Africa,\u201d said ZHA\u2019s director of aviation, Cristiano Ceccato.<\/p>\n\n\n\n

Semi-enclosed spaces and courtyards are designed to take advantage of Bishoftu\u2019s temperate climate. \u201cYou\u2019re literally outdoors, which is quite unique for an airport,\u201d added Ceccato.<\/p>\n\n\n\n

The designers say that sustainability has been prioritized, from locally sourced materials to solar energy and a stormwater system feeding new wetlands on site. But the aviation industry still accounts for 2\u20133% of global CO\u2082 emissions.<\/a><\/p>\n\n\n\n

Community grievances<\/h2>\n\n\n\n

There has been controversy around its construction, which has reportedly displaced over 15,000<\/a> people from over 9,000 acres of agricultural land.<\/p>\n\n\n\n

Ethiopian Airlines says it is spending $350 million<\/a> to resettle those displaced and restore their livelihoods, building 1,400 homes with electricity, running water, schools and health care facilities.<\/p>\n\n\n\n

However, some residents from affected areas told local media<\/a> they received no compensation or replacement housing. The city administration denied the claims.<\/p>\n\n\n\n

<\/a><\/p>\n\n\n\n

Sign\u00e9 told CNN that displacement in megaprojects across the continent is too often \u201ctreated as a logistics problem \u2014 number of houses built, boxes ticked \u2014 rather than a governance problem.\u201d<\/p>\n\n\n\n

He warns that while the $350 million is a \u201cmore substantive commitment than many comparable projects,\u201d any \u201cunresolved community grievances\u201d could potentially delay the project and affect its ability to attract further investment.<\/p>\n\n\n\n

Regional competition<\/h2>\n\n\n\n

Bishoftu is the largest in a wave of investment in airports across the continent, including Rwanda\u2019s $2 billion Bugesera Airport<\/a>, Burkina Faso\u2019s Ouagadougou-Donsin Airport, and major upgrades in Casablanca, Cairo and Nairobi.<\/p>\n\n\n\n

Ethiopian Airlines CEO Tasew told CNN the airline wants the new airport to be for Africa what Dubai or Doha is for the Middle East \u2014 a large regional hub with strong international connectivity.<\/p>\n\n\n\n

Yet he acknowledges this ambition cannot be achieved alone: \u201cAir connectivity in Africa is still way behind from where it should be. We need to partner with other African airlines to provide seamless connectivity.\u201d<\/p>\n\n\n\n

At the 2025 Aviation Africa Summit, African transport ministers adopted an action plan<\/a> to accelerate the Single African Air Transport Market (SAATM) \u2014 a framework<\/a> allowing airlines to fly freely between member states.<\/p>\n\n\n\n

Since launching in 2018, 38 states have signed up and over 110 new intra-African routes have been created \u2014 with research<\/a> suggesting its full implementation could increase traffic between African countries by up to 141% and reduce fares by as much as 35%.<\/p>\n\n\n\n

Smaller airlines and countries worry<\/a> that larger carriers would capture most of the gains while they struggle to compete.<\/p>\n\n\n\n

\u201cEthiopian Airlines remains the market leader, although regional competition is intensifying,\u201d said Christy Tawii, regional insight manager for Africa and the Middle East at market analysts Euromonitor International.<\/p>\n\n\n\n

Ethiopia\u2019s mega-airport can boost passenger numbers and trade, but a \u201ctrue connectivity leap goes beyond infrastructure,\u201d said Tawii, and its full impact \u201cwill hinge on policy execution, especially progress on SAATM, visa liberalization and sustained demand growth.\u201d<\/p>\n
