\u201cThe expected arrival of a new barge has been delayed somewhat\u2026 due to transit shipment difficulties,\u201d Merchant said during Thursday\u2019s post-Cabinet briefing.<\/p>

Despite the setback, he said work is continuing using existing equipment.<\/p>
