ABLP candidate for St. Philip\u2019s North Randy Baltimore has unveiled a manifesto outlining his proposed priorities for the constituency ahead of the March 16 by-election, focusing on environmental stewardship, youth development, infrastructure improvements and community safety.<\/p>

The document, titled \u201cRandy Baltimore Manifesto 2026,\u201d sets out a framework of policies and initiatives aimed at addressing both immediate concerns and longer-term development within the constituency.<\/p>\n\n\n\n

In a letter included at the start of the manifesto, Baltimore writes that the plan is rooted in the needs expressed by residents over time.<\/p>

\u201cI write to you with respect, gratitude, and a deep sense of responsibility. <\/p>

My name is Randy Baltimore, and over the years I have had the privilege of working alongside many of you; listening, learning, and doing my part to support the growth and well-being of our community,\u201d Baltimore said.<\/p>\n\n\n\n

He added that discussions with residents have shaped the focus of the plan, noting that St. Philip\u2019s North is \u201cfilled with hardworking men and women, strong families, determined young people, and elders whose wisdom has shaped the foundation we stand on today.\u201d<\/p>

The manifesto is organized around three main pillars: environmental stewardship, self-development and empowerment, and infrastructure and community safety.<\/p>\n\n\n\n

Under the environmental pillar, Baltimore proposes initiatives such as quarterly constituency clean-up campaigns, the establishment of community-led environmental committees and partnerships with schools and youth groups to promote environmental awareness.<\/p>

The plan also highlights efforts to promote climate resilience and disaster readiness within the constituency.<\/p>

The second pillar focuses on youth development, vocational training and entrepreneurship. <\/p>\n\n\n\n

Baltimore proposes establishing a St. Philip\u2019s North scholarship fund to support at least five students annually, as well as creating structured homework centres and expanding sports and mentorship programmes for young people.<\/p>\n\n\n\n

The plan also calls for partnerships with technical institutes to expand certification opportunities and apprenticeship placements for residents seeking employment. <\/p>\n\n\n\n

In addition, Baltimore proposes hosting small business workshops and creating an annual market and trade fair to promote local enterprise.<\/p>\n\n\n\n

Infrastructure and public safety form the third major component of the manifesto. <\/p>\n\n\n\n

Baltimore proposes identifying the constituency\u2019s top 10 road and drainage concerns within the first three months and advocating for phased road resurfacing and drainage improvements.<\/p>\n\n\n\n

The document also proposes conducting a streetlight audit within 90 days and pushing for repairs or installations in poorly lit areas, along with the creation of quarterly police-community forums to address crime concerns.<\/p>\n\n\n\n

In addition to the development pillars, the manifesto outlines an accountability framework that includes annual constituency report cards, quarterly town hall meetings and regular public updates on progress.<\/p>\n\n\n\n

\u201cThe manifesto will not sit on a shelf,\u201d the document states, noting that the aim is to maintain transparent communication and remain answerable to residents.<\/p>\n\n\n\n

Baltimore also highlights existing initiatives such as the St. Philip\u2019s North Unity Centre, which he says will serve as a hub for education, skills development and community programmes.<\/p>\n\n\n\n

\u201cThe St. Philip\u2019s North Unity Centre will not be left idle. It will be active, accessible, and accountable to the people; a consistent engine for development and upliftment,\u201d the manifesto states.<\/p>\n\n\n\n

The document concludes with Baltimore urging residents to support his candidacy in the upcoming vote.<\/p>\n\n\n\n

\u201cIt is with this vision and these commitments in mind that I ask for your support and your vote on election day, March 16th, 2026,\u201d he said.<\/p>\n\n\n\n
