Largest-Ever HAPI Materials Shipment Arrives as Programme Moves to Five Builds at a Time<\/strong><\/p>

The Home Assistance Programme for the Indigent (HAPI) has received what officials describe as its largest single shipment of building materials to date, as the initiative prepares to scale up construction and increase the pace of housing interventions.<\/p>\n\n\n\n

Eleven trucks of lumber and galvanized materials recently arrived to support the programme\u2019s expansion. Prime Minister Gaston Browne described it as \u201cthe single largest amount of building material to be imported in the country at any given point,\u201d adding that \u201cthis is just a start\u201d and that additional purchases will continue annually.<\/p>

\"\"<\/a><\/div>\n\n\n\n

Programme Coordinator Inspector Veldon Raggette said the increased supply comes as HAPI moves to accelerate output.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201c111,\u201d Raggette said when asked how many homes have been completed since the programme began. \u201cAnd we have three in progress.\u201d<\/p>\n\n\n\n

He added that the team is preparing to expand operations. \u201cWe are stepping up\u2026 stepping up to five homes at a time.\u201d<\/p>

\"\"<\/a><\/div>\n\n\n\n

HAPI, which targets indigent and vulnerable households living in unsafe or dilapidated conditions, has evolved from a repair-focused initiative into one that also constructs entirely new homes where structures are beyond salvage.<\/p>\n\n\n\n

Raggette said the programme is driven by need rather than a first-come basis.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cIt goes by priority,\u201d he explained. \u201cThe more children involved, the quicker HAPI gets activated.\u201d<\/p>

\"\"<\/a><\/div>\n\n\n\n

Applicants must go through the Social Protection Board, which conducts initial assessments before projects are placed on a priority list. Property ownership is required, or applicants must provide notarized permission from the landowner.<\/p>\n\n\n\n

\u201cPart of HAPI, you must own a home,\u201d Raggette said. \u201cIf the land is not yours, you need a notarized letter from the owner giving you permission to rebuild or to repair.\u201d<\/p>\n\n\n\n

He identified termites and aging structures as the most common issues.<\/p>\n\n\n\n

\u201cMost of it is termites,\u201d he said. \u201cMost of those structures are very old.\u201d<\/p>\n\n\n\n

Construction is carried out primarily by inmates from His Majesty\u2019s Prison, alongside volunteers \u2014 a partnership Raggette described as transformative.<\/p>\n\n\n\n

\u201cThe programme is two second chances,\u201d he said. \u201cThe prisoner gets a second chance because they\u2019re learning a skill, and they\u2019re giving the vulnerable families a second chance.\u201d<\/p>\n\n\n\n

He also framed the initiative as economic empowerment rather than simple housing support.<\/p>\n\n\n\n

\u201cIt is a transfer of wealth,\u201d Raggette said. \u201cYou leave from nothing and you have a brand new home value of $200,000\u2026 no liabilities.\u201d<\/p>\n\n\n\n

He said the homes are built to reinforced standards to ensure longevity and hurricane resilience.<\/p>\n\n\n\n

\u201cWe build the strongest wooden house in Antigua and Barbuda,\u201d he said, noting that structures are bolted, strapped and clipped throughout to withstand severe weather.<\/p>\n\n\n\n

Beyond construction, HAPI works alongside the Social Protection Board to provide counseling and social support to beneficiaries.<\/p>\n\n\n\n

\u201cIf you give them a brand new home and they don\u2019t receive that counseling, it\u2019s just a new building to be destroyed in two, three years,\u201d Raggette said.<\/p>\n\n\n\n

With needs identified in communities including Five Islands, Grays Farm and Villa, Raggette said the programme will continue expanding.<\/p>\n\n\n\n

\u201cHAPI is here to stay,\u201d he said.<\/p>\n\n\n\n

Families living in unsafe housing conditions are encouraged to apply through the Social Protection Board.<\/p>\n
