Antigua and Barbuda\u2019s Passport Office is raising alarm over a sharp increase in lost passports, reporting 440 cases in 2025 and 73 already recorded in the first weeks of 2026, prompting Cabinet to consider higher replacement fees and stricter controls.<\/p>

Director General of Communications Maurice Merchant described the trend as a \u201cvery serious and concerning development\u201d during Friday\u2019s post-Cabinet media briefing.<\/p>\n\n\n\n

\u201cSo far for the year \u2014 and we are in February \u2014 there have been reports of 73 lost passports,\u201d Merchant said. \u201cLast year, 2025, there were reports of 440 lost passports. In 2024, there were reports of 360 lost passports. And so this is of significant concern.\u201d<\/p>

\"\"<\/a><\/div>\n\n\n\n

Merchant stressed that the figures relate specifically to lost passports, not stolen ones.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cThese figures are lost passports. They are not stolen passports,\u201d he said, noting that the number of stolen passports is comparatively small.<\/p>\n\n\n\n

Officials say the rise presents national security, administrative and financial challenges.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cThe trend poses serious national security, administrative and financial challenges,\u201d Merchant said.<\/p>\n\n\n\n

He warned that careless handling of travel documents can expose citizens and the state to risks.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cThe security risks associated with losing your passport \u2014 the potential for identity theft and fraudulent use \u2014 place a financial and administrative burden on the state,\u201d he said.<\/p>

\"\"<\/a><\/div>\n\n\n\n

Currently, the replacement fee for a lost passport stands at $200. However, Cabinet is expected to review proposals that may increase that amount.<\/p>\n\n\n\n

\u201cOne proposal may be to increase the fees from $200 \u2014 then persons will pay more attention to securing their documents,\u201d Merchant said.<\/p>\n\n\n\n

He added that the Passport Office may also recommend extending the waiting period before individuals can apply for a replacement, except in genuine emergencies.<\/p>\n\n\n\n

\u201cIncreasing the period whereby you can apply for a new passport outside of emergency cases is another matter that may be discussed,\u201d he said, adding that \u201can emergency case does not mean that you need to go on vacation.\u201d<\/p>\n\n\n\n

Merchant suggested that ease of replacement may be contributing to complacency.<\/p>\n\n\n\n

\u201cThe passport office is of the opinion that people are just being careless with their travel documents,\u201d he said. \u201cOne reason for this is the easy means of getting a new passport if you have reported it lost.\u201d<\/p>\n\n\n\n

He also noted the high cost of producing passports.<\/p>\n\n\n\n

\u201cPassports for the government \u2014 purchasing passports for the government \u2014 is at high cost. They do not come cheap,\u201d Merchant said. \u201cThe government is consuming most of the costs associated with the production of our national passport.\u201d<\/p>\n\n\n\n

Cabinet is expected to review formal proposals from the Passport Office next week.<\/p>\n\n\n\n

In the meantime, Merchant urged citizens to treat their travel documents with greater responsibility.<\/p>\n\n\n\n
