Behind closed doors, regional leaders question whether Port-of-Spain takes CARICOM&#8217;s prioritization of multilateral diplomacy and international regimes seriously.<\/p><div id=\"antig-3510643803\" class=\"antig-content antig-entity-placement\"><a href=\"https:\/\/www.facebook.com\/ReggaeInTheParkAntigua\" aria-label=\"lucanio\"><img width=\"1080\" height=\"1350\"   \/><\/a><\/div>\n\n\n\n<p>As Port-of-Spain&#8217;s support for Washington&#8217;s interventionist logic in the Caribbean has only gotten stronger, mistrust of Trinidad and Tobago&#8217;s underlying foreign policy motives has grown.<\/p>\n\n\n\n<p>By December 2025, Trinidad and Tobago&#8217;s relations with some of its sister CARICOM member states had devolved into a spiral of rhetorical confrontation.<\/p><div id=\"antig-179101859\" class=\"antig-content_2 antig-entity-placement\"><a href=\"https:\/\/www.courts.com\/antigua\/\" aria-label=\"500X500 (1)\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:500\/h:500\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg\" alt=\"\" agenda of the previously mentioned summit.<\/p>\n\n\n\n<p>Given the sensitivity of the situation, CARICOM leaders will likely meet in caucus on this issue.<\/p><div id=\"antig-919666576\" class=\"antig-content_3 antig-entity-placement\"><a href=\"https:\/\/www.antiguabarbudaculinarymonth.com\/\" aria-label=\"CM key_WEB 1300x300_1\"><img hand, how it will approach these deliberations.<\/p><div id=\"antig-589612789\" class=\"antig-content_6 antig-entity-placement\"><a href=\"https:\/\/discoverflow.co\/web\/antigua\" aria-label=\"ANU sizes=\"(max-width: 696px) 100vw, 696px\" width=\"1201\" height=\"401\"   \/><\/a><\/div>\n\n\n\n<p><strong>Foreign Policy Strain<\/strong><\/p>\n\n\n\n<p>That said, the rise of the so-called <a href=\"https:\/\/jamaica-gleaner.com\/article\/commentary\/20260119\/nand-c-bardouille-can-caricom-hedge-against-american-unilateralism\">\u201cDonroe Doctrine\u201d<\/a> is influencing foreign policy outcomes across the board vis-\u00e0-vis the <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/00358533.2011.565625\">small states<\/a> of CARICOM \u2014 forcing them to step away from long-held stances. &nbsp;<\/p>\n\n\n\n<p>There are, for instance, concerns about Guyana&#8217;s commitment to CARICOM&#8217;s long-running goals and aims given U.S. dominance of oil and gas exploration in this South American country.<\/p>\n\n\n\n<p>U.S. Secretary of State Marco Rubio has highlighted Guyana as a good and important place to do business. Exxon runs the only oil exploration currently operating in the country.<\/p>\n\n\n\n<p>If you take a cold, hard look it is therefore difficult for Guyana to be too \u201cindependent\u201d of the United States.&nbsp;<\/p>\n\n\n\n<p>Not only is it highly dependent on the U.S. economically, but should anything happen (e.g. Venezuelan military action) it is only the U.S. who could be relied upon to come to its aid.&nbsp; European countries (e.g. the UK) with interests in the region have little in the way of assets therein and what they have prioritizes their Overseas Territories.<\/p>\n\n\n\n<p>This puts Guyana in a quandary \u2014 a long-time supporter of CARICOM, now stuck between the proverbial rock and a hard place of continuing that support or being more obviously in the U.S. camp.<\/p>\n\n\n\n<p>Now, the tension in question is playing out throughout all CARICOM nations over Cuba.<\/p>\n\n\n\n<p>With Havana in Washington&#8217;s foreign policy <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/01\/addressing-threats-to-the-united-states-by-the-government-of-cuba\/\">crosshairs<\/a>, the spotlight has fallen on these countries&#8217; recent diplomatic signals in relation to Cuba.<\/p>\n\n\n\n<p>Cuba has been a long-standing friend of CARICOM, providing medical and educational support \u2014 a key vehicle for Cuban <a href=\"https:\/\/brill.com\/view\/journals\/hjd\/14\/1-2\/article-p7_2.xml\">soft power<\/a>. On many occasions, it has also supported disaster recovery.<\/p>\n\n\n\n<p>In return, CARICOM has consistently and strongly called for an end to U.S. economic sanctions and the economic embargo against Cuba.&nbsp; Always as a matter of pride and principle.<\/p>\n\n\n\n<p>Yet there has been little in the way of response to the U.S. oil blockade of Cuba.<\/p>\n\n\n\n<p>The <em>Trinidad and Tobago Guardian<\/em><a href=\"https:\/\/www.guardian.co.tt\/news\/us-denies-instructions-to-saint-lucia-on-cuba-programme-6.2.2507989.969d673de8\"> recently<\/a> highlighted the existence of more direct pressure from the United States, reporting the following comments by Saint Lucia Prime Minister Philip J. Pierre: \u201cMany of our doctors got trained in Cuba, and now the great United States has said we can\u2019t do that any longer.\u201d<\/p>\n\n\n\n<p>In what <a href=\"https:\/\/wiredja.com\/index.php\/categories\/newsberg\/news\/st-lucia-us-embassy-contradicts-prime-mininster-philip-j-pierre-on-cuba-medical-training\">WiredJa<\/a> called \u201cdiplomatic gaslighting\u201d, the U.S. Embassy accredited to Barbados reacted by stating: \u201cThe United States has not recently talked to St Lucia about international education and respects countries\u2019 sovereign decisions regarding the education of their citizens.\u201d<\/p>\n\n\n\n<p>Who to believe?<\/p>\n\n\n\n<p>Elsewhere, Guyana has formally ended its bilateral medical cooperation agreement with Cuba. Guyanese authorities contend this decision was not influenced by the United States, claiming there was no specific reason for the termination.<\/p>\n\n\n\n<p>Guyana is hardly the first CARICOM member state to do an about-turn and end Cuban-backed medical cooperation, which the U.S. administration takes aim at. Having spent the better part of 2025 assertively defending its long-standing medical partnership with Cuba, in the face of mounting U.S. diplomatic pressure, Antigua and Barbuda abruptly terminated it late last year.<\/p>\n\n\n\n<p>If nothing, there is a pattern of CARICOM countries changing their foreign policy-related approach to Cuba, either because of U.S. pressure or because of a fear of it.<\/p>\n\n\n\n<p>Fundamentally, the \u201cDonroe Doctrine\u201d is placing significant strain on CARICOM&#8217;s foreign policy <a href=\"https:\/\/www.geopoliticalmonitor.com\/international-organizations-outsized-place-in-caricoms-diplomatic-playbook\/\">ethos<\/a>.<\/p>\n\n\n\n<p><strong>Need for a Deep Reset<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Assessments about the \u201cDonroe Doctrine\u201d and this expansion of U.S. direct influence into the Caribbean will partly frame the upcoming CARICOM summit&#8217;s deliberations, bringing into focus: (i) the bloc&#8217;s disconnect with Trinidad and Tobago on this doctrine; and (ii) respective member states&#8217; reactions to &#8216;America First&#8217; unilateralism. &nbsp;<\/p>\n\n\n\n<p>Accordingly, regional foreign policy tensions will loom large in this high-level meeting&#8217;s plenary and corridor discussions. This is a function of the stakes involved \u2014 amid regional political strains and this period of geopolitical tumult within international politics. &nbsp;<\/p>\n\n\n\n<p>As the convening date (i.e. February 24 to 27) of this summit draws nearer, the powers that be continue to press behind the scenes for a way forward to address the &#8216;clash&#8217; under reference.<\/p>\n\n\n\n<p>They are painfully aware that this issue has cast a shadow over regional politics and that making headway on the matter has the potential to transform such politics, which have hit a low point. &nbsp;<\/p>\n\n\n\n<p>Put differently, regional politics ought to enable integration-related institutions and processes to take steps toward \u2014 rather than away from \u2014 the realization of a coherent vision of regionalism qua regional unity.<\/p>\n\n\n\n<p>Yet, it is unclear whether such efforts have paid off.<\/p>\n\n\n\n<p>In fairness to CARICOM chair Terrance Drew&#8217;s recent face-to-face discussions with regional leaders, which included a <a href=\"https:\/\/www.guardian.co.tt\/business\/amid-caricomtt-tensions-leaders-meet-6.2.2510877.d7a6831857\">meeting<\/a> with Persad-Bissessar just last month, positive signs are readily apparent. Following Drew&#8217;s meeting with Persad-Bissessar, Trinidad and Tobago&#8217;s Prime Minister changed her tune on the bloc. &nbsp;<\/p>\n\n\n\n<p>Up until that engagement \u2014 as one of the most important regional leaders of this moment \u2014 she had shown little interest in CARICOM. &nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-as-things-stand-though-there-is-need-for-a-deep-reset-in-respect-of-political-relations-in-this-regard-caricom-has-no-time-to-lose-nbsp\">As things stand, though, there is need for a deep reset in respect of political relations. In this regard, CARICOM has no time to lose. &nbsp;<\/h3>\n\n\n\n<p>In terms of progress toward&nbsp;this course of action, a lot is riding on the CARICOM summit this month.&nbsp; &nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-will-caricom-s-foreign-policy-turning-point-begin-in-earnest-with-this-summit-nbsp-we-will-have-to-wait-and-see-nbsp\">Will CARICOM&#8217;s foreign policy turning point begin in earnest with this summit?&nbsp;We will have to wait and see.&nbsp;<\/h3>\n\n\n\n<p>________<\/p>\n\n\n\n<p>Nand C.
