MPs Pringle and Bowen Submit Private Members\u2019 Bills<\/strong><\/p>

Earlier this week, three Private Member’s Bills were submitted to the<\/p>

\"\"<\/a><\/div>
\"\"<\/a><\/div>\n\n\n\n

Clerk of Parliament by Opposition Leader the Hon. Jamale Pringle, MP<\/p>

\"\"<\/a><\/div>\n\n\n\n

for All Saints East and St. Luke, and the Hon. Sherfield Bowen, MP for<\/p>\n\n\n\n

St. Phillip South.<\/p>

\"\"<\/a><\/div>\n\n\n\n

MP Pringle submitted two Bills: a Motion for the establishment and<\/p>\n\n\n\n

composition of a Public Works and National Housing Joint Select<\/p>

\"\"<\/a><\/div>\n\n\n\n

Committee and a Motion for the establishment and composition of a<\/p>

\"\"<\/a><\/div>\n\n\n\n

Public Health and Social Transformation Joint Select Committee.<\/p>\n\n\n\n

Giving his reasons, MP Pringle explains: \u201cWithin the 2026 Budget<\/p>\n\n\n\n

Estimates, the Ministry of Public Works continued to flag several issues,<\/p>\n\n\n\n

including procurement which is especially concerning in light of<\/p>\n\n\n\n

vehicle-gate, road rehabilitation, and the maintenance of government<\/p>\n\n\n\n

buildings, while the Ministry of Health flagged insufficient funds from<\/p>\n\n\n\n

the Treasury, the lack of back-up power at many facilities, insufficient<\/p>\n\n\n\n

basic medical equipment, and so much more.\u201d<\/p>\n\n\n\n

MP Pringle asserts it is time for the Legislature to provide oversight of<\/p>\n\n\n\n

the Executive branch, thereby fulfilling one of its primary<\/p>\n\n\n\n

responsibilities.<\/p>\n\n\n\n

\u201cWe as parliamentarians cannot allow the Cabinet ministers to come<\/p>\n\n\n\n

boasting of hundreds of millions in surplus when these Ministries are<\/p>\n\n\n\n

crying out due to their dire state,\u201d he says. \u201cTherefore, we are proposing<\/p>\n\n\n\n

measures that will bolster accountability and transparency and get to the<\/p>\n\n\n\n

root of the issues repeatedly flagged.\u201dMeanwhile, MP Bowen’s submission requires the Minister of Finance to<\/p>\n\n\n\n

lay before the House all the audited financial statements, actuarial<\/p>\n\n\n\n

reports, and statements of investment for the Social Security Fund that<\/p>\n\n\n\n

Prime Minister Gaston Browne has admitted are in his possession.<\/p>\n\n\n\n

\u201cCurrently, the Minister of Finance is in clear violation of Sections 17<\/p>\n\n\n\n

and 18 of the Social Security Act of 1972,\u201d MP Bowen says. \u201cHow can<\/p>\n\n\n\n

any informed and prudent decision be made by the Parliament in the<\/p>\n\n\n\n

absence of these critical documents?\u201d he asks.<\/p>\n\n\n\n

Opposition Leader Pringle concludes, \u201cIn a democracy, Parliament must<\/p>\n\n\n\n

do more than debate. It must legislate, oversee, and act in the interest of<\/p>\n\n\n\n

the people. The public can look forward to other Private Members\u2019 Bills<\/p>\n\n\n\n

that my colleagues will be submitting for future sittings.\u201d<\/p>\n\n\n\n

As defined by Standing Order 30(3), Private Members\u2019 Bills are Motions<\/p>\n\n\n\n

or Bills that have been submitted by an MP who is not a Cabinet<\/p>\n\n\n\n

Minister or a Parliamentary Secretary.<\/p>\n\n\n\n

The first such Bill in recent history was introduced by MP Trevor Walker<\/p>\n\n\n\n

and supported by all Opposition MPs. That bill proposed a change to the<\/p>\n\n\n\n

Oath of Allegiance and was rejected by the Government. However, the<\/p>\n\n\n\n

Attorney-General later reintroduced the same measure and took credit<\/p>\n\n\n\n

for the initiative.<\/p>\n
