His tenure was marked by an unwavering commitment to democratic values and the strengthening of public confidence in the electoral process.<\/p>

Chairman of the Antigua and Barbuda Electoral Commission, His Excellency Ambassador Arthur G.B Thomas expressed \u201cSir Gerald joined the Commission during a pivotal and formative stage, when many of the structures, norms, and operating processes of modern electoral administration were still being defined.<\/p>

He played a crucial role in establishing systems and procedures that not only functioned effectively in practice but also became the cornerstone of building public trust and confidence in the electoral process.<\/p>

Sir Gerald adeptly navigated these challenges in his unique style, characterized by frankness, forthrightness, and an unwavering commitment to ethical principles. <\/p>\n\n\n\n

These qualities were deeply ingrained in his legal training and his lifelong dedication to public service, enabling him to lay a robust institutional foundation upon which the Commission continues to build.\u201d<\/p>\n\n\n\n
