The Antigua and Barbuda Public Service Association<\/a> has signed a retroactive Collective Bargaining Agreement<\/a> covering 2018\u20132023, securing long-overdue salary increases<\/a> for established public servants.<\/p>\n\n\n\n

General Secretary Janela Evanson<\/a> said the deal provides increases of 1 to 14 percent<\/a> for civil servants, including 5 percent for 2018, 5 percent for 2019 and 4 percent for 2020. <\/p>

\"\"<\/a><\/div>\n\n\n\n

No increases were granted for 2021\u20132023 due to government revenue losses during the COVID-19 pandemic, but the union agreed on the condition that civil servants would be reclassified by January 2024. <\/p>\n\n\n\n

\u201cThat has not happened yet,\u201d Evanson said.<\/p>\n\n\n\n

She expressed disappointment that the promised reclassification remains outstanding and urged the government to prioritise it. <\/p>

\"\"<\/a><\/div>\n\n\n\n

Evanson also called for amendments to the Civil Service Act, arguing that while the ABPSA is the recognized bargaining agent, the law does not allow the union to collect negotiation fees from non-members who benefit from its agreements.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cWe want to receive a negotiation fee like the trade unions who negotiate for workers in other industries,\u201d she said, noting that more than half of civil servants who benefit from union advocacy are non-members.<\/p>\n\n\n\n

The ABPSA said it hopes to begin negotiations for the 2024\u20132026 agreement during the upcoming budget debate.<\/p>\n\n\n\n

Chief Establishment Officer Francia Sheppard and Deputy Chief Establishment Officer Annetta Harris signed on behalf of the government. ABPSA President Joan Peters and Evanson signed on behalf of the union.<\/p>\n\n\n\n
