Former finance minister Harold Lovell<\/strong><\/a> has taken aim at what he described as serious lapses in governance and transparency in Antigua and Barbuda,<\/a> accusing officials of ignoring the \u201cspirit\u201d of laws<\/a> meant to promote accountability.<\/p>\n\n\n\n

Speaking on Observer A.M.<\/em> with Dr. Jacqui Quinn, Lovell said the country continues to operate with a \u201csmall-island mentality\u201d<\/strong> that tolerates mediocrity and rewards political favoritism. <\/p>

He argued that effective governance depends on transparency and participation in decision-making \u2014 values that have eroded over time.<\/p>\n\n\n\n

\u201cWhen decisions are made by a few people at the top, the result is a society where a few do very well while the vast majority struggle,\u201d Lovell said. <\/p>

\u201cIt\u2019s what I call hustling at the top and hardship at the bottom.\u201d<\/p>\n\n\n\n

Lovell, who is also a visiting professor at the University of Toronto, gave a detailed explanation of Antigua\u2019s corporate governance framework<\/strong>, referencing legislation his United Progressive Party (UPP) administration introduced in 2004 \u2014 including the Freedom of Information Act<\/strong>, Integrity in Public Life Act<\/strong>, and Prevention of Corruption Act<\/strong>. <\/p>

He said these laws were designed to foster openness but have since been undermined by poor implementation.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cThe philosophy behind the Freedom of Information Act is that people have a right to know,\u201d he said. \u201cBut the way it\u2019s been observed is as though government has a right to hide.\u201d<\/p>\n\n\n\n

He also questioned the handling of the Social Security Fund<\/strong>, arguing that financial and actuarial reports are being withheld from the public. \u201cWhere are the financial statements of Social Security?\u201d Lovell asked. <\/p>\n\n\n\n

\u201cHow can you make decisions about Social Security when the reports that were paid for with public money cannot be seen by the public?\u201d<\/p>\n\n\n\n

Lovell described the situation as a textbook case of \u201cbad governance,\u201d saying it violates both the letter and spirit<\/strong> of the Social Security Act of 1972, which was designed to include civil society in fund management through a balanced board structure.<\/p>\n\n\n\n

The interview blended political critique with academic commentary, reflecting Lovell\u2019s dual role as a politician and professor. Dr. Quinn concluded the segment by praising his \u201cthoughtful and very informative analysis on corporate governance.\u201d<\/p>\n\n\n\n
